UzLiDeP holds seminar on developing legislation on forming civil society

Tashkent, Uzbekistan (UzDaily.com) -- Executive Committee of Political Council of Liberal Democratic Party of Uzbekistan (UzLiDeP), its faction in Legislative Chamber of the parliament and parliamentary commission on management of the resources of the Public Fund on support of NGOs and other institutes of civil society under Oliy Majlis organized a seminar on developing legislation on formation of civil society.
It was noted that Uzbekistan implements principle “From strong state to strong civil society” and implements wide-scale programmes on developing civil society institutes such as NGOs, mass media, civil society institutes, political parties, etc.
Civil institutes are important factor to ensure balance of interests in society, protection of democratic values, human rights and interests, implementing potential of citizens, their social and economic activity, and legal culture.
Currently, number of NGOs in Uzbekistan rose by 3.3 times compared to 2000 and number of self-governing bodies of the citizens exceeded 10,000.
The participants noted that development of strong legal base helped to ensure free activities of the civil society. Uzbekistan adopted over 250 legal acts, which are directed at strengthening role and importance of civil society and solving problems of the citizens.
In last two years, Uzbekistan adopted about 10 important laws and other legislative documents in the sphere in line with the Concept on further deepening democratic reforms and forming civil society in the country.
Recently the parliament of Uzbekistan adopted “On introduction of changes and amendments to some articles of the Constitution of the Republic of Uzbekistan (articles 32, 78, 93, 98, 103 and 117)”, which is important for further deepening national government and improvement of political construction, formation of the civil society, further protect human rights and ensure their participation in management of public and government affairs.
Adham Shadmanov, member of UzLiDeP faction in Legislative Chamber, said that the adopted law will improve level of constitutional reforms on further developing system of checks and balances among legislative, executive and judicial powers, expanding rights and authorities, strengthening responsibility of executive body, public and parliamentary control. He said that the law will also help to implement rights of citizens in management of the state and public, further development of national state and political construction, protect human rights and freedoms, etc.
Currently, Uzbekistan also is considering a draft law “On social partnership”, which envisages to improve legal mechanism of cooperation of NGOs with state bodies in implementation of progammes of social-economic development, solve humanitarian problems, protect rights and interests of various groups of population.
During development of the law, the national legislation was studied to avoid gaps, which would hinder to development of social partnership, and legal practices on social partnership and foreign experience were examined. The study showed that over 40 legislative acts regulate social partnership in Uzbekistan. The draft law was considered by lower house of parliament in the first reading and currently prepared to the second reading.
The participants underlined that main spheres of social partnership are social protection, employment of population, healthcare, development of science, education, information, sport and culture, upbringing harmonically developed and healthy generation, protection of environment, etc.
The draft law sets forms of social partnership, including participation of NGOs in development and implementation of programme of social-economic development, development of legal-normative acts, exchange of information, hold consultations and public discussions, and others.
Alisher Mahkamov said that employment of population, development of small businesses and private partnership, farming key spheres of social partnership in the draft law. Over 20% of NGOs operate in these areas.
It was noted that the law “On social partnership” will help to increase efficiency of work directed at strengthening role of NGOs, taking into account interests of all groups of population in development of the draft laws, he said.
At the meeting, the participants discussed activities of the parliamentary commission on management of the resources of the Public Fund on support of NGOs and other institutes of civil society under Oliy Majlis. In 2013, over 300 NGOs will participate in implementation of the state programme, directed at solving social-economic development of the country, which grew twice compared to 2011. Number of NGOs, which participating in the contests of the fund, rose twice. At the same time, number of the regional NGOs, which won grants within the contests, increased by 2.2 times.
The draft law also envisages creation of public commissions on social partnership under Jokarggy Kenes of Uzbekistan, Councils of People’s Deputies of the regions and Tashkent city. The commission will include representatives of MPs, executive bodies, etc. The commission will work on deepening cooperation of NGOs with the state bodies, determine priority directions of social partnership, socially important programmes and projects and others. The commission will coordinate allocation of the funds the public funds to NGOs and their targeted use.
The experts noted that this practice fully meets experience of developed democratic states. Eshmuhammad Qodirov, expert of UzLiDeP, said that the draft law takes into account international experience in regulation of social partnership.
