Tashkent hosts event on further improving business environment

Tashkent, Uzbekistan (UzDaily.com) -- Liberal-Democratic Party of Uzbekistan (UzLiDeP) held a seminar to discuss further improving business environment in the country, providing more freedom to entrepreneurship, raising competitiveness of economic and prosperity of the population.
During the seminar, the special attention was paid to developing practical measures of UzLiDeP directed at forming business environment, speeding up introduction of ICT into industries and spheres of economy, expanding scale of interactive state services, the party’s press service said.
The adopted measures on further improving business environment helped to create 7,300 new small businesses in the first quarter of 2014.
It was underlined that the presidential decree “On additional measures on further improving climate and business environment of Uzbekistan” and resolution “On measures on further improving procedure, related to improving business environment and providing state services” play important role in improving business climate of the country.
Within the document, it is planned to implement measures to improve business environment and ensure growth of competitiveness of the country. In particular, the decree extended moratorium for holding tax inspection of financial-economic activities of small businesses, who timely pay taxes and mandatory payments, as well as ensure sustainable growth and profitability of the production, till 1 January 2017.
The resolution of the Uzbek President abolished 16 permission documents from 1 June 2014. Some 11 licensing documents were united into four. At the same time, the terms of consideration and issue of 21 documents were decreased.
In the sphere of construction, agriculture, medicine, pharmaceuticals, telecommunication, securities market and customs, about 130 documents, submitted to receive licensing and permission documents, were decreased or simplified.
All these will significantly simplify conditions for doing business and will help businesses to save billion soums.
The decree and resolution of the President include several other measures on further improving business environment, conditions for doing business, creating new jobs and increasing employment of population in the private sector.
During the event, the participants critically analyzed activities of the MPs of the party in the regions on protection of the rights and interests of the voters and noted that they should each quarter consider reports of governors in the places on adopted measures on improving business climate in Uzbekistan.
At the event, the participants discussed wide introduction of ICT into activities of the state bodies and governance to ensure their openness and transparency of their activities.
It was noted that the voters of the UzLiDeP are interested in introduction of ICT achievements, which will abolish red-tape and barriers on development of small and private businesses.
It was stated that 95% of businesses in Uzbekistan currently submit their tax reports in the electronic form and 88.6% - statistics reports, 95% - customs cargo declarations.
It is planned to launch cabinet of business entity at the Single portal of interactive state services of Uzbekistan from 1 October 2014, which will help businesses to submit tax, statistics and other reports, pay taxes and mandatory payments, etc.
From 1 July 2014, the maximum average annual number of workers of small businesses in some industries increased twice to 200 people. Overall, the programme envisages to carry out 46 actions. These measures will help to businesses to save their time and resources and develop their activities.
At the meeting it was said that MPs should ensure implementation of the decisions of the Uzbek President via conducting parliamentary and MPs control.
