EU supports strengthening of parliamentary system in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- Third session of managing committee of the project “Further Strengthening of the Bi-Cameral Parliamentary System and Communications between the Parliament and the Regional Assemblies in Uzbekistan” within the DCI programme of the European Commission was held at the parliament of Uzbekistan on 16 July.
Deputy Chairperson of Senate of Oliy Majlis of Uzbekistan Mavjuda Radjabova and Deputy Speaker of Legislative Chamber of Oliy Majlis Ulugbek Muhammadiev, as well as manager on programmes of the EU delegation in Uzbekistan Assunta Testa opened the meeting. The session considered a report on activities of the EU project and main directions of further work in line with technical tasks. The sides discussed sustainability of achieved results within the project.
The participants underlined that measures within the project were implemented in line with work plan. It was said that on request of the Legislative Chamber, the European experts prepared analytical reviews and recommendations on several draft laws.
Experts team developed a concept of creation and development of single parliamentary information-communication network, which covers chambers of Oliy Majlis of Uzbekistan, Jokargi Kenes of Karakalpakstan and all local Councils of People’s Deputies (at regional level). The practical and technical assistance was rendered for creation and launch of internal network of the Senate.
In cooperation with beneficiaries, information booklets for committees and Office of the Senate of Oliy Majlis of Uzbekistan were prepared. The work on developing manual on legislative process in Uzbekistan and guide on improving efficiency of the activities of local Councils of People’s Deputies will be completed soon.
In the reporting period, all 16 beneficiaries received equipment for 500,000 euros with the EU project. New equipment and software were delivered and installed at both chambers of Oliy Majlis, Jokargi Kenes of Karakalpakstan, and local Councils of People’s Deputies. The equipment and network will allow interact electronically to both chambers of Oliy Majlis, Jokargi Kenes of Karakalpakstan, and local Councils of People’s Deputies via newly created single parliamentary network.
Electronic library was created in Senate and it was modernized at the Legislative Chamber via installation of IRBIS 64 software. New electronic library was also created in Joragi Kenes of Karakalpakstan.
The project experts developed new electronic parliamentarian thesaurus, integrated into special dictionary, which will be useful tool for MPs and members of Senate, as well as workers of the offices of the parliament’s chambers.
Information kiosks were installed at both chambers of the Oliy Majlis, content of which were developed jointly with beneficiaries.
The participants of the meeting underlined that it is necessary to prolong the project for another year to achieve all results, expected by beneficiaries. It was said that this is connected with 1.5 year delay of the project and necessity to improve skills of newly elected MPs and Senators on using electronic resources.
The committee adopted a corresponding decision on considered issues.
