UNDP and GEF start to implement new project in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- The joint UNDP and Global Environment Facility (GEF) project “Reducing pressures on natural resources from competing land use in non-irrigated arid mountain, semi-desert and desert landscapes of Uzbekistan ” conducted an Inception workshop to discuss project strategy before full-scale project implementation starts. The event took place at the “Dedeman Silk Road” hotel.
The project is supported by the State Committee of the Republic Uzbekistan for Land resources, Geodesy, Cartography and State Cadaster (GKZ).
The Republic of Uzbekistan is a dry country with a total area of approx. 44.5 mln ha, comprised mainly of mountains (21%) and flat lands (78.8 %) including mostly the desert and semi-desert areas and less the intensively irrigated valleys. However, since independence reforms have mainly been oriented towards the irrigated agricultural sector, which occupies about 10 % of whole area. This means that support towards maintaining or improving effective land use within non-irrigated arid lands has been limited. Thus, arid lands under use in Uzbekistan face a significant and growing threat of degradation as forestry and extensive pastures compete for land use, with significant direct implications for local rural populations, significant national implications for food security and long term sustainable development, and global implications because of the impact on biodiversity.
There is a need to promote integrated management of rangeland and forests at the landscape level (focus on non-irrigated, arid mountain, semi-desert, and desert landscapes) to reduce pressures on natural resources from competing land uses and improve the socio-economic stability of communities. In this regard, the Government of Uzbekistan has requested GEF support to develop these strategies. Last year the project “Reducing pressures on natural resources from competing land use in non-irrigated arid mountain, semi- desert and desert landscapes of Uzbekistan” was elaborated and approved by UNDP and GEF. The project was officially launched in March 2014.
The project duration - March 2014- December 2018. The total budget is $2 513 600 ($2 313 600 is allocated by GEF and $200 000 by UNDP). The national implementing agency is the State Committee of the Republic Uzbekistan on Land Resources, Geodesy, Cartography and State Cadaster. The main stakeholders are Ministry of Agriculture and Water Resources; State Committee for Nature Protection; Academy of Science of Uzbekistan; GIZ; CACILM and local authorities of the Zamin (Region of Djizak) and Karakul (Region of Bukhara) districts. The main components of the project are (1) best practices on sustainable rangeland and forestry management and Integrated Planning of Natural Resources Use (INRM) planning up-scaled in target districts of Uzbekistan; and (2) An enabling cross-sector environment and in-country capacity (at system, institutional and individual levels) for applying integrated landscape management in arid mountain, semi-desert and desert areas of Uzbekistan.
Before starting full scale project implementation an Inception Phase was conducted. The main purpose of Inception Phase is to analyze current situation and make amendments to project documentation, if necessary. Since the project documentation was elaborated recently, no significant amendments or changes were proposed.
The Inception Workshop allowed jointly with all stakeholders discussing the project implementation strategy determining first and foremost tasks and approaches to achieve them.
