South Korea to finance project on modernization of Uzbek customs service

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov signed a resolution “On measures on effective use of the grant of the Government of the Republic of Korea for implementation of the project “Modernization of custom service via introduction of unified customs information system “One-stop-shop” in the Republic of Uzbekistan” on 18 August 2014.
The document is directed at ensuring effective and targeted use of the grant of the South Korean Government, issued to implement the “Modernization of custom service via introduction of unified customs information system “One-stop-shop” in the Republic of Uzbekistan”.
The resolution said that the South Korean Government provided US$5.5 million grant to the Government of Uzbekistan to implement the project on modernization customs service via introduction of unified customs information system “One-stop-shop” in the Republic of Uzbekistan in 2014-2016.
The grant is allocated within the signed framework agreement on allocation of grant for 2013 between the Governments of Uzbekistan and South Korea from 3 December 2013.
The Korea International Cooperation Agency (KOICA) is an executive body from the Korean side, while the State Customs Committee is authorized body from the Uzbek side.
The project is aimed at developing and introducing unified customs information system “One-stop-shop” in the Republic of Uzbekistan and integrating it with the Single interactive state services portal, as well as supplying necessary software, materials and equipments for its realization.
State Customs Committee and Ministry of Foreign Economic Relations, Investment and Trade of Uzbekistan were entrusted to carry out necessary procedures to attract the grant of South Korea to realize the project.
The resolution said that imported and purchased goods, works and services are exempted from customs payments and value added tax in line with the legislation of Uzbekistan.
South Korean citizens, attracted to implementation of the project, will be exempted from payment of income tax in line with framework agreement.
Uzbek President also exempted legal entities, which are non-residents from Uzbekistan and participating in the project implementation, from payment of income tax.
Uzbekistan Havo Yollari (Uzbekistan Airways) and Uzbekistan Temir Yollari (Uzbekistan Railways) were entrusted to carry out loading and storage services of the goods, purchased and delivered within the project, for free of charge.
