Kibray district is formulating a new strategy for its sustainable development

Tashkent, Uzbekistan (UzDaily.com) -- On 22-29 September 2014 Mr. Algirdas Petkevicius (Lithuania), an International Consultant on Regional Development Strategy, is visiting Uzbekistan to assist the UNDP Uzbekistan in designing Development Strategy for Kibray district of Tashkent region.
Regional development strategy (RDS) is a set of measures aimed at achieving long-term socio-economic development objectives, as well as at close cooperation of citizens with private and public sector. The main purpose of RDS is to create an environment that improves local government capacity in the field of implementation of socially inclusive measures, such as creating new jobs, improving welfare, and ensuring sustainable development.
Today, Uzbek economy experiences mainstream economic development tendencies, such as globalization, expansion of the service industry, informatization of the society, application of knowledge-based industries in the production process, and formation of post-industrial society. The tendencies are exhausting the traditional sources of socio-economic development, thus leading to the search of new sources of sustainable national socio-economic development.
International experience shows that regardless the numerous success stories and impressive results of technical cooperation and development support, during the last few years the humanity witnessed ecological and social decay in many countries. At the same time, regions demonstrate strong independence in decision-making, requiring more responsibility for socio-economic outcomes in the region. Notable, the regions with the most developed socio-economic strategies were least likely to have been exposed to crisis tendencies. This proves the need for designing of the strategy that will ensure active interaction of private and public sector in sustainable development of the country.
With a view to facilitate the implementation of government decisions related to the issue, UNDP Uzbekistan contributes to development and further implementation of regional development strategy in the country through its pilot projects. In particular, Local Governance Support Project/Phase-2 (LGSP/Phase-2) develops the strategy of regional development for Djizak and Namangan cities, as well as Kibray district of Tashkent region by utilizing the best international practices and services of international experts.
Mr. Algirdas Petkevicius has more than 17 years of experience in the field of local and regional development, local self-government, including 4 years in regional development planning, coordinating the preparation of 10 regional development plans, providing methodological guidance in shaping local development strategies in Lithuanian Ministry of Public Administration Reforms and Local Authorities.
During his stay in Uzbekistan Mr. Algirdas Petkevicius will
- carry out meetings and consultations with the representatives of Ministry of Finance, Ministry of Economy, Chamber of Commerce and Industry, Institute for Forecasting and Macroeconomic Research, Regional and city/district khokimiyats of Tashkent region, as well as experts of World Bank, Asian Development Bank, GIZ and UNDP Uzbekistan;
- conduct SWOT (strengths, weaknesses, opportunities, and threats) analysis of Kibray district;
- based on the initial results of analysis and outcomes of discussions, develop recommendations on further design of regional development strategy for Kibray district, harmonization of local budgets with the national development plans and Budget code for optimization of financial resource use at the local level.
LGSP/Phase-2 is jointly implemented between UNDP and Cabinet of Ministers of Uzbekistan to promote more effective, accountable and inclusive governance in Uzbekistan by enhancing local government performance, increasing citizen participation in local governance and local development, and supporting accountability and transparency.
