Tashkent, Uzbekistan (UzDaily.com) -- UNDP Uzbekistan jointly with the Institute for Monitoring of Current Legislation (IMCL) under the President of the Republic of Uzbekistan held the workshop that discussed the mechanisms and principles of regulatory impact assessment (RIA) and measures on its further implementation in Uzbekistan.
The event was moderated by Dr. Lorenzo Allio, Director of Allio/Rodrigo Consulting (Switzerland) and the senior analyst of the European Risk Forum (Belgium).
"The workshop aimed at improving skills and knowledge of experts from particular ministries and government agencies in the field of regulatory impact assessment in Uzbekistan, explaining RIA’s critical role in decision making and law making", the organizers noted. Furthermore, the event allowed reviewing the current “mechanism” for standard procedures of RIA, advanced international practices and approaches to effectively implement RIA, as well as further improvement and implementation of regulatory impact analysis in Uzbekistan.
The RIA is the strategically important aspect of role of law, while the state regulation - one of the cornerstones of public administration along with the financial and monetary policies that play crucial role in ensuring public welfare. Regulatory norms applied for big social groups or smaller target groups can have both positive and negative crucial consequences.
As it was highlighted at the workshop, the process of government regulation should be considered as multi-level cyclic process that includes multiple stakeholders, both those who regulate, and those under regulation. It can be ministries, parliament, and arm’s length regulatory bodies, in some case local governments, courts, and private businesses.
The regulatory policy has already contributed to the socio-economic development and welfare. Economic growth and development were improved through regulatory policy’ contribution to structural reforms, market liberalization, and conducive business environment for innovation and entrepreneurship. The regulatory policy ensures the rule of law through initiatives of simplified legislations and improved access to public services, as well as developed judicial system.
Increasingly, RIA supports the quality of legislation and public service delivery by assessing the likely consequences of proposed regulation and the actual consequences of existing regulations, enhancing transparency and reducing red tape both for businesses and citizens.
In this regard, to provide the regulatory policy in supporting an economic and social renewal, as mentioned by the participants of the event, the core institutions and processes such as evidence-based impact assessment, institutional capacities (to identify and drive reform priorities) and public consultation need to be enhanced further in Uzbekistan.
The hands-on experience from foreign countries (predominantly from OECD and EU members) along with the views of experts-professionals from different fields of public administration provided constructive discussion at the event.
"The workshop served as a new platform to exchange knowledge, to further strengthen multilateral partnership, to support the ongoing legal and regulatory reforms by setting new standards and qualitative benchmarks of lawmaking via providing vision and strategy for RIA, to discuss the ways to improve relevant legislation and procedural provisions with a view to implement RIA, and to increase the quality of regulations and law making", shared his views Mr. Isa Khamedov, Professor and Head of Research Institute at the University of World Economy and Diplomacy.
The participants and foreign experts emphasized that the efforts of Uzbek government towards improving regulatory policy and creating effective, transparent and accountable public administration, both on central and local levels, will have a positive impact on the whole ongoing democratic reforms.
The UN stands ready to further support Uzbekistan by strengthening the collaboration between national partners and international organizations with a view to develop strategies for regulatory policy, in particular, for more effective public regulation and evidence-based policy implementation in line with best international practices and standards.
The workshop was in Tashkent city. It put together representatives of IMCL, Senate and Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan, ministries and agencies, and academia. The workshop was designed for public officials responsible for rule making and law making.
The workshop is a part of «Support to the enhancement of lawmaking, rulemaking, and regulatory impact assessment» project implemented by UNDP jointly with the IMCL, which is aimed at developing the mechanism of regulatory impact assessment, as well as implementing international standards into the process of adoption of new legislation in Uzbekistan.
