Uzbek leader says draft laws should be considered with attraction of experts

Tashkent, Uzbekistan (UzDaily.com) -- Uzbek President Islam Karimov said that the draft laws should be widely discussed with attraction of experts, specialists and representative of civil society.
Speaking at the joint session of the both chambers of the parliament, Uzbek leader said: “It is important to ensure broad, efficient discussion of draft laws at various levels of government, civil society institutions. It should be noted that we do not deal with this practically or deal formally”.
“There are many reasons - apparently afraid that the bill in the course of such discussions "will acquire" new provisions and change it taking into account them. At the same time, there are also ambition and inadequate training law-makers,” he said.
It is no secret that the experts have a lot of experience in their field of activity, sometimes better than legislators, have knowledge on subject of the laws, he said. Uzbek leader said that the draft laws should be widely discussed with attraction of scientists, highly qualified experts.
Uzbek head added that it is necessary to attract wide public, representatives of civil institutions to discussions of the draft laws, which directly impacts vital interests of the social rights of the population.
He said that the role of the citizens in management of the government should be raised. He noted that since the foundation of government is the law, civil society should actively participate in the legislative process. “In this context, an important task is to ensure the transparency of the Houses of Parliament, a comprehensive public awareness of its legislative, control and analytical work,” Islam Karimov said.
President underlined that the level of work on comparing legislation to foreign laws should be improved as well. He said the parliament does not pay enough attention to this.
He said that it is necessary to organize seminars, conferences, roundtables and other events to study law-making activities in democratic countries and compare draft laws to foreign analogues, which would help to enrich the draft laws and legislation as a whole. This tool should be effective in our hands.
All this, in turn, requires a significant increase in the efficiency of the analytical work carried out in the parliament, the level of training, knowledge, competence, in other words, the professionalism of the deputies themselves. He said that improving professionalism of MPs should be key issue in next five years.
