President calls parties, MPs to be more active

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov called political parties and MPs to be more active in law-making process.
Speaking at the joint session of the houses of the parliament, President said that it is necessary to increase role and importance of factions of political parties and further develop multi party system as a whole. He said that 2007 Constitutional Law “On strengthening the role of political parties in the renewal and further democratization of state governance and modernization of the country” play key role in this direction.
“The law clearly defined the legal status of the faction, including for the first time - the status of the parliamentary majority and the parliamentary opposition, its exclusive rights and guarantees efficient operation. The law greatly enhanced the role of deputy groups in representative bodies to monitor the activities of government in the field. These and number of other key provisions of the law had a huge impact on the development and strengthening of a real multi-party system in the country,” he said.
Uzbek President said that factions and MPs should compete and participate in heated discussions at the parliament and local representative bodies to protect their interests and programme goals of their parties.
Islam Karimov said that competition of ideas and programmes, alternative draft laws should be cover key social-economic, political and other important issues.
President of Uzbekistan also questioned initiatives and activities of political parties and MPs.
He said that only 19 draft laws out of 140, adopted in last five years, were initiated by MPs of the Legislative Chamber. He noted that three of them are new and others are changes and amendments to existing laws.
Islam Karimov said that activities of fractions and MPs on initiation and promotion of laws should be fully revised. He said that they should be more active and build their activities aroud the interest of parties and their electorate.
He said that positions of parties and their factions, debates on the draft laws and vital issues of social-political and social-economic development should be communicated to general public and voters. This is the essence of the democratic organization of power, democracy, parliamentary system, he said.
“I think it will be useful to note that the activity of the media in this matter is not up to par. There are cases, when some MPs simply avoided meetings with mass media, including television,” President said.
