Uzbek Delegation Exchanges Knowledge and Lessons Learnt on Anti-Corruption

Tashkent, Uzbekistan (UzDaily.com) -- Representatives of the Ministry of Internal Affairs of the Republic of Uzbekistan, Academy of Public Administration under the President of the Republic of Uzbekistan and UNDP Uzbekistan participated in the conference “The 2015 Seoul Debates: Lessons learnt on anti-corruption” held in Seoul, Republic of Korea on 29-30 January, 2015.
The 2015 Seoul Debates facilitated dynamic discussions on policies, strategies and institutional arrangements to prevent corruption in the public sector based on Korea’s recent experience, as well as from several countries around the world, in order to identify and consolidate lessons learnt for more effective anti-corruption interventions. Serving as a platform for peer-to-peer knowledge-exchange, the meeting was attended by government partners, UNDP practitioners, civil society experts and researchers from Korea and countries around the world, such as: Singapore, Indonesia, Bhutan, Myanmar, Vietnam, Thailand, China, Uganda, Ethiopia, El Salvador, Colombia, Uzbekistan and others.
For the participants, the meeting will display best practices and innovations on anti-corruption, and provided opportunities to build partnerships and find solutions to common challenges in the area of anti-corruption.
The participation of Uzbek delegation was another step towards country’s earlier efforts on anti-corruption which includes ratification of the UN Convention against Corruption in 2008 and joining the Istanbul Plan of Action against Corruption in 2010. Delegation from Uzbekistan also had an opportunity to forge partnerships of state authorities and institutions from member-countries, as well as expose to the discussion and presentation of anti-corruption experts on the necessary institutional mechanisms and effective strategies to prevent corruption.
The hosting city of Seoul is symbolic to Korea’s successes in improving public service through anti-corruption measures and in innovative tools for corruption prevention that have been recognized internationally. In particular, comparative experience of Korea and Singapore in public administration reform, public procurement, one stop shop, e-government etc.
Participants of the conference included government representatives, international experts and researchers, anti-corruption practitioners, academia and civil society organizations from Korea, Singapore, Thailand, Bhutan, Vietnam, El Salvador, Columbia, Uganda, China, and Indonesia.
Delegates took note of the following experience and recommendations applicable to the developing countries:
- Importance of balancing anti-corruption preventive measures and punitive for corruption activities; - Implementation of e-governance allows to decrease the corruption risk through single window service provision;
- Creation of independent anticorruption agency and programme to prevent corruption is instrumental for attainment of results;
- Regular corruption measurement in selected institutions is key in anti-corruption efforts (For the last 11 years, Korea conducts surveys in every government institution involved in public or business services. In 2012, this methodology was awarded with UN PAN Prize.)
- Civil service reform including competitive the increase of salaries for the government representatives minimizes the risk of corruption involvement;
- Introduction of differentiated scale of fees for government services is needed, when payment is made for urgency and officially;
- Experience of Korea in electronic monitoring of construction of infrastructure projects for transparency increase of government orders initiated by the mayor’s office of Seoul was also found interesting.
UNDP Seoul Policy Centre was opened in January 2011 to broker partnership between Korea and developing countries, as well as support to the country in key global development issues.
