Legislative Chamber discusses several draft laws

Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan held a session on 25 March 2015 to discuss several draft laws.
MPs considered a draft law “On mandatory insurance of civil liability of transporters” in the second reading, the press service of the lower house of the parliament said.
The document is aimed guaranteeing compensation of damages, caused to life, health and property of passengers at transportation by all transport means in Uzbekistan via mandatory insurance of the civil liabilities of the transporter.
The draft law determines liabilities of transport, insurance company, passenger and beneficiary. The law envisages creation of insurance pool, which will carry out mandatory insurance of civil liabilities of transporters. The insurance companies will form insurance reserves to guarantee payouts.
Adoption of the law will help to strengthen protection of passengers, create new jobs, develop infrastructure of insurance market and transport, as well as improve offered services.
MPs discussed the draft law in details. It was underlined that the document will create state system of guaranteeing compensation of damages of the citizens.
MPS also considered a draft law “On introduction of changes and amendments, as well as abolishment of some legislative acts of Uzbekistan in connection with adoption of the law “On mandatory insurance of civil liability of transporters”. The document amends some laws, including Air Code, Code of administrative responsibility, law “On automobile transport”, law “On railway transport”, etc.
Legislative Chamber discussed a draft law “On introduction of changes and amendments to the law “on radio frequency spectrum”. The document was developed to ensure security and efficiency of use of radio frequency resources and raise responsibility for violation of use of radio electric means and high sensitive devices. The document is aimed the sustainable operation of radio electronic facilities of the country, improvement of the state policy in the field of spectrum management.
MPs underlined that radio frequency spectrum is important resource and successful operation of many spheres depend from its efficient work.
MPs also discussed two draft laws in the first reading. One of them is a draft law “On introduction of changes and amendments to the Civil processual code of Uzbekistan”, which is directed at simplifying application process of the citizens to courts, improve work of the courts via introduction of electronic document flow, sending documents via email to courts.
The document will improve legal procedures at the courts and decrease expenses related to court hearings, MPs said.
After discussions, the MPs passed the laws and entrusted corresponding committees to prepare the draft laws for next reading.
