Over 10 bn soums to be directed to support NGOs and mass media

Tashkent, Uzbekistan (UzDaily.com) -- A session of the Parliamentary commission on management of resources of Public Fund on supporting non-governmental organizations and other civil society institutions under the Oliy Majlis of Uzbekistan was held on 23 April 2015.
Members of the parliamentary commission, representatives of ministries and departments, heads of the Associations and NGOs, as well as mass media participated in the event.
The event was aimed at distribution of resources of the Public Fund to support NGOs and civil society institutes for 2015.
It was underlined that the Public Fund will allocate 10 billion soums to support NGOs and mass media, which is 22% more compared to 2014. The resources will be issued from the State Budget of Uzbekistan.
The participants noted that the projects and programmes of NGOs, mass media and other civil society institutes should be directed at protection of democratic values, rights, freedoms and interests of population, solve humanitarian problems, concrete social-economic issues of the region, further improving social activity of the citizens. These projects and programmes will be supported by subsidies, social orders and grants on competition bases.
About 2 billion soums or 20% of total volume of resources for 2015 will be financed of projects on NGOs, mass media and other civil society institutes will be issued as state social orders in line with the article 21 of the Law “On social partnership”, adopted in 2014.
The social orders will be placed to implement tasks, determined in the state programme “The Year of attention and care of elder generation”, helping to upbringing harmonically developed youth, strengthening foundations of democratic legal states and civil society, as well as inter-national consent. Among the priority directions are social protection of elder people, people with disabilities and other vulnerable layers of population, strengthening material base for medical-social establishments.
The Public Fund will also allocate funds to support NGOs and other civil society as state support to them. The Fund will select projects of NGOs, mass media and other civil society institutes on competitive bases, directed at supporting development of youth, improving activities of population, protecting environment, rational use of natural resources, etc.
Overall, it is planned to allocate 4.75 billion soums or 47.5% of total sum, allocated to 2015. About 350 NGOs, mass media and other civil society institutions will get state grants. Five contests to receive grants will be announced in 2015.
It is also planned to issue state subsidies for 3.25 billion soums in 2015, which is 32.5% of total allocated funds for 2015.
It is expected that over 2,000 NGOs and civil society institutes will participate in implementation of the projects, financed by the Public Fund within the state grants, social orders and subsidies in 2015.
At the meeting, the participants considered organizational-legal issues, related to activities of the parliamentary commission and Public Fund. The corresponding decisions were adopted on considered issues.
