UNDP presents “Innovation for Development” approach at International Innovation Forum

Tashkent, Uzbekistan (UzDaily.com) -- UNDP Resident Representative, Stefan Priesner, presented innovation as an important tool to enhance development issues at the First Tashkent International Innovation Forum in the framework of annually organized 8th Fair of Innovative Ideas, Technologies and Projects held on 19-21 May.
The Forum is organized by the Cabinet of Ministers of the Republic of Uzbekistan, Ministry of Economy and Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan and is an opportunity for practitioners, youth and scholars to explore global trends in the development of national innovation systems, current problems and prospects in the process of innovative development as well as best practices for addressing these issues.
Deputy Prime Minister of the Republic of Uzbekistan, Adkham Ikramov opened the forum and called participants to inspire each other, cooperate, learn and grow together for improved knowledge economy in Uzbekistan.
Innovation is becoming increasingly important for international development and UNDP at the global level actively explores, tests and learns how innovation can ensure better solutions for the people. This can be explained by the changing landscape of development challenges in countries where UNDP operates and need for agile and flexible solutions different from business as usual.
Overall, UNDP’s innovation work focuses on ‘process’ innovation, i.e. transforming UNDP’s programming and introducing novel ways of doing business to the development landscape, together with partners. The core principles underpinning “innovation for development” framework is the identification of bottlenecks, crowdsourcing issues, out of the box thinking, rapid testing of ideas through inexpensive prototypes, getting feedback from users and working with them along the way, scaling up what is proven to work, using cutting edge technology.
In his presentation, Stefan Priesner also provided several examples of innovation for enhancing public service delivery, such as responsiveness of city government, transparency of state expenditure and addressing corruption.
Special emphasis in the presentation was put on the emerging innovation eco-system that was also stressed in the recent Global Innovation Index 2014 “Human Factor in Innovation” by World Intellectual Property Organization. The eco-system is a synthesis of institutions, human capital and research, infrastructure, market sophistication, business sophistication, knowledge and technology outputs, creative outputs.
UNDP in Uzbekistan also embeds innovation in its work with national partners. For example, jointly with Ministry of Emergency Situations UNDP developed a mobile application that functions now as the awareness raising tool, but will be launched as the call for emergency very soon. Anyone caught in an emergency can appeal to the Ministry’s rescue service by pressing the “SOS” button and sending a GPS signal. When the "SOS" button is activated, the incoming information is automatically recorded and processed by the Ministry’s operations services. Application is available for IOS and Android.
Innovation Forum ended its work on 21 May and attracted international experts and scholars from United States of America, Germany, Italy, Japan, South Korea, Russian Federation, Armenia, Kazakhstan and Kyrgyzstan.
