MPs discuss development of entrepreneurship in Surkhandarya and Andijan regions

Tashkent, Uzbekistan (UzDaily.com) -- Committee of the Legislative Chamber of Oliy Majlis of Uzbekistan on industry, construction and trade held a session to discuss results of control-analytical activities “Study of execution of requirements of legislation directed at ensuring free development and protection of interest of private owners and entrepreneurs by state bodies in Surkhandarya and Andijan regions”.
The session participants considered execution of laws on private owners and activities of state bodies in Surkhandarya and Andijan regions.
The participants noted that the Uzbek leader Islam Karimov put forward tasks on eliminating barriers before development of small and private businesses in Uzbekistan and eliminating interference of controlling bodies to their activities.

The working group studied execution of legislation in this directions and operations of the state bodies in Andijan and Surkhandarya regions.
The working group studied execution of the laws by the state bodies in these two regions, including laws “on protection of private property and guarantees of the rights of owners”, “On guarantees of freedom entrepreneurship activities”, On appeals of individuals and legal entities” and other legislative acts.
The study showed that state bodies in Andijan and Surkhandarya regions carried out works to ensure free development and protection of interests of private owners and businesses. Days of businesspeople are conducted each week and mechanism of timely consideration of the appeals of the businesses was created. The entrepreneurs polled on interference of the state bodies into their activities.
Deputy governors of Andijan and Surkhandarya regions presented information on protection of rights of businesses in the regions. The experts and specialists gave their proposals on further developing entrepreneurship and private owners.
At the event, the participants noted that despite some achievements, the state bodies failed to implement some norms of legislation directed on protection of entrepreneurs and private owners. The participants made proposals on solving existing problems.
It was said that the regions should develop action programmes to eliminate existing problems and using additional reserves, eliminating barriers, simplifying registration, permission and licensing procedures, as well as expanding access of small businesses to material and credit resources.
The committee adopted a corresponding decision after the discussions.
