Uzbekistan to legalize video surveillance on roads

Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan plans to amend the Code on administrative responsibility to determine order of attracting drivers to responsibility for violation of traffic rules, which were recorded with automated traffic video surveillance system and its use as evidence on administrative or criminal cases.
A project “Creation of computer system of road traffic safity and protection of public order in Tashkent” is implemented in the Uzbek capital, one goal of which is to record law violances on roads.
Norma.uz reported that there is no legislative base for work of the system. The legislation has no norms on order of attracting law violators to responsibility base on evidences of the automated system and use of them as evidences in administrative or criminal cases.
MP Polyante Sveshnikov from UzLiDeP said that the system will record violation of traffic rules, but the system will not be able to determine identity of the driver, who committed violation. As one car can be used by several persons, they can refuse to acknowledge violation and it will make difficult to punish the violator.
It is planned to amend the Code on administrative responsibility and set responsibility of the vehicle owner for violation of traffic rules. At the same time, the owner will not be responsible for those violations, when the identity of the violator is determined or the vehicle was stolen.
At video fixation of the violation, it is proposed to register a fine for violation and sent a protocol of the resolution to the vehicle owner via mail within three days. The data of the automated system can be used as evidences in administrative cases.
It also envisages that the violator should voluntary pay five within 60 days. If the violator fails to pay fine, the traffic security service can arrest vehicle up to payment of the fine.
The amendments also envisages fines for hiding number plates of cars with various objects and layers, which will hinder to recognition of cars. The document also clarifies some other issues, related to authorities of the courts and judges.
