Improving foreign trade discussed in Uzbek capital

Tashkent, Uzbekistan (UzDaily.com) -- Improving the business climate and creating more favorable conditions for foreign trade activities is one of the major priorities of the economic policy of Uzbekistan.
During 2012-2014, Government of Uzbekistan has adopted a number of legislative acts and regulations to improve investment climate, promote exports and improve the business environment.
At the same time, analysis of international experience shows that one of the effective measures to create more favorable conditions for businesses and simplify trade procedures is to improve processes of issuance of export-import permits via using Business Process Modeling Notation (BPMN) methodology which allows to critically review the existing processes and create a venue for significant simplification of procedures.
In this regard, on September 8, 2015 UNDP’s "Aid for trade" project jointly with GIZ Programme “Support to regional trade in Central Asia” with involvement of the international expert – Mr Andrey Kuznetsov (Latvia) has conducted the round-table with the aim to discuss the issues of optimizing and re-engineering business processes of issuance of export-import certificates.
During the course of the round-table the international expert presented optimized versions of existing processes of issuance of phyto-sanitary certificate, hygienic certificate, certificate of conformity and certificate of origin, elaborated using BPMN methodology. Particular interest of participants has been called upon presentation of methods and parameters (target indicators) of re-engineering of business processes.
Upon review of optimized versions of above-mentioned processes, a number of opportunities for their simplification were identified. Among those are reduction of contacts with an applicant and time required for handling of administrative and financial issues.
In particular, it was identified that if re-engineering methods were applied, the processes of issuance of certificate of origin would be optimized by 38% (and 87% upon automation of the processes), certificate of conformity by 38% (77% upon automation), hygienic certificate by 6% (81% upon automation) and phyto-sanitary certificate by 34% (81% upon automation).
After presentations, Head of the Unit of “Electronic government” system development Center - Mr Ikromjon Nasrullaev, has highly assessed the work of the international expert and expressed interest in further practical implementation of suggestions aimed to further increase of efficiency of work national ministries/agencies by means of further optimization of business processes.
Representatives of Ministry of Agriculture and Water Resources, Ministry of Health, “Uzstandard” Agency, JSC “Uzbekekspertiza”, “Electronic government” system development Center as well as UNDP “Aid for Trade”, “Business Forum of Uzbekistan” and “e-Government Promotion for Improved Public Service Delivery” projects participated at the round-table.
UNDP “Aid for Trade” project in Uzbekistan is the national component of the regional “Aid for Trade in Central Asia - Phase III” project and aims to improve income and job opportunities through strengthening government capacity at national and local levels to ease international and regional trade, enhancing trade support institutions and productive capacities of local communities, and promoting sustainable agricultural agro-processing practices.
