Tashkent, Uzbekistan (UzDaily.com) -- Property relations have always played an important role in human society. Under the former regime was dangerous to even mention the right to private property. After independence, our country has created the necessary conditions for the proprietor to ensure the safety and augmentation of property.
Since the first years of independence under the leadership of the President of our country developed legal basis for ensuring the inviolability of private property, this direction is defined as the starting point for the development of the national economy. At the time, the privatization process of State property was launched and it is still continuing today. Nowadays, the state’s share in the economy has reduced and private property is a priority in the economy.
As noted the President of our country at the meeting of the Cabinet of Ministers dedicated to the socio-economic development of the country in 2014 and the most important priorities of economic program for 2015, that the private sector tends to produce high-quality products, reduce production costs and increase productivity, and thereby receive income.
Private proprietor can start own business in the form of small business and private entrepreneurship. In this regard, it is necessary to start mechanisms of development of a free economy which based on market relations.
Therefore, the issues of further development of the private sector are listed as the main for the country’s future in the election platform of the party. UzLiDeP believes that the interests of the electorate should be reflected in the law and implemented in practice. After all, due to the formation of the middle class owners creates new jobs and the market is saturated with goods and services.
For example, according to the Ministry of labour and social protection of population in January-June 2015, 107 thousand have got jobs in the private enterprises and micro-firms, 50 thousand people were hired by individual entrepreneurs and 120 thousand people have got jobs doing domestic work, about 77 thousand people employed in the farming enterprises.
During the independence years adopted dozens of laws, decrees and resolutions aimed at eliminating bureaucratic barriers and obstacles to the development of private property and private enterprise.
All these changes encourage business activities. Article 207 of the Civil Code provides that “The right to private property is a person’s right to own, use and dispose property acquired by it in accordance with the law. Quantity and value of property in private ownership are not limited by the law”.
It also amendment was made to article 6 of the Law "On guarantees of freedom of entrepreneurial activity", where the individual entrepreneurs can hire employees based on their type of activities.
In general, MPs of UzLiDeP faction take an active part in the creation of a solid legal framework for the development of private property and private enterprise, because the middle class of owners are the electorate of the party.
