Tashkent, Uzbekistan (UzDaily.com) -- The President of the Republic of Uzbekistan Islam Karimov signed the Law “On amendments and additions to some legislative acts of the Republic of Uzbekistan”, which was adopted by the Legislative chamber on 27 November and approved by the Senate on 4 December 2015.
This law became a logical continuation of legal support of the "Uzbek model" of reforms, liberalization and democratization of all spheres of life, progressive advancement from a strong state to strong civil society, improving the conditions for active citizens’ influence on the formation of the executive power in the center and places, effective public and deputy control over their activities.

UzLiDeP as adherents of liberal ideology considers that election along with the formation of representative government bodies is also an important Institute of modern democracy, which provides free expression of will and participation in management of public and state affairs of the people. It should be noted that the electoral legislation of Uzbekistan passed evolution way of development.
The Basic Law stipulates that the President is the Head of State and ensures the concerted functioning and interaction of State bodies, as well as the guarantor of the rights and freedoms of citizens. On the basis of the Constitution in the Republic has consistently developed fundamentally new electoral legislation including the laws “On guarantees of election rights of citizens”, “On elections of the President of the Republic of Uzbekistan” and other regulatory acts. It is important to note that all of them have passed successfully the test of time.
UzLiDeP as active participants in the political process in our country considers that the signed law “On introducing amendments and additions to some legal acts of the Republic of Uzbekistan” on 29 December 2015 introduces the amendments and additions to the law “On elections of the President of the Republic of Uzbekistan”.
In particular, this document defined the procedure for early voting who are unable to be at their place of residence on election day, may vote in advance. Early voting begins ten days before the election and ends on the day before the election. For the implementation of early voting voter on the basis of the application, indicating the reasons for the absence on election day (holiday, business trip, travel abroad, etc.), receives from the precinct election commission at the place of residence the ballot sheet. In the presence of at least two members of the precinct election commission voter signs for the ballot sheet in the list of voters. The ballot sheet is filled in by the voter in a specially equipped booth or room for secret voting. The voter makes a decision and leaves the filled-in ballot sheet in a sealed envelope to the precinct election commission.
UzLiDeP believes that this law becomes an important stage in the liberalization and democratization of the electoral system, progressive advancement from the a strong state to strong civil society, continuing to improve the conditions for citizens to actively influence the formation of the executive power in the center and places, effective public control over their activities.

In Uzbekistan, the campaign is a systematic process that consists of interconnected stages. Among them, UzLiDeP is confident that the pre-election campaign plays an important role to hold election at a high level. The organization of democratic elections in our country is based on the fact that a secret is the only ballot, all other processes take place openly, publicly and transparently.
Today, according to the election legislation during the election campaign the candidates for the President of the Republic of Uzbekistan, political parties are provided with equal conditions, including the use of media opportunities. Every candidate and political party is effectively using 900 minutes of airtime on central TV and radio channels "Uzbekistan" and "Yoshlar", as well as 180 minutes on regional TV and radio channels. The campaign materials are also published in the newspaper "Khalk Suzi", “Narodnoe Slovo” and “Pravda Vostoka”, where to each candidate is provided with 10 bands, and in regional editions - 5 bands. The candidates for the President of the Republic of Uzbekistan are carrying out their election campaign on the pages of party publications, the opportunities of Internet-editions are used.
In such circumstances, it increases the importance of a clear legal regulation of the issues of the election campaign. Therefore, signed on December 29, 2015 the law “On introducing amendments and additions to some legal acts of the Republic of Uzbekistan” became a logical step on the way of improving electoral legislation.
The new law explains in detail the types, forms and methods of election campaigning through the media, the requirements for the information disseminated in the media. For example pre-election agitation materials removed by the public authorities with placements on the day before the election, public authorities, public associations, as well as self-government bodies are obliged to provide free premises for meetings with voters and assist to the presidential candidates, etc.
UzLiDeP believes that the new law will improve the legal support for the principles of freedom of choice and expression, participation of citizens in managing the affairs of state and society, becoming the next stage of deep transformations in the formation and development of an effective, democratic electoral system.

The implementation in practice of the Concept of further deepening democratic reforms and formation of civil society in the country increased the efficiency of the process of reform and democratization of the country, further improving legislation in this direction. Adopted in accordance with this document, legislative initiatives have become an important factor in the liberalization of political life in the country, strengthening of parliamentary and public control.
It is important to note that democratic standards include in laws taking into account the culture and traditions of our people and accumulated over the years of independence experience. In this regard, we distinguish the law "On amendments and additions to some legislative acts of the Republic of Uzbekistan", which came into force a few days ago.
We separately emphasize amendments and additions in the law “On the Cabinet of Ministers”. In particular, it is determined that the Cabinet of Ministers may offer its resignation by written application to the Chamber of Oliy Majlis on the day of the first meeting of the newly formed Senate of Oliy Majlis of Uzbekistan. The powers of the Cabinet of Ministers are more clearly defined in a relevant Law, which will promote further democratization, raising the effectiveness of the executive power system, activity of state management bodies.
Several norms on further democratization, raising the efficiency of legislative process are included in this law. In particular, in order to implement constitutional norms, directed towards strengthening parliamentary control over the activity of state executive bodies, the order of hearing of annual reports of the government, reports of heads state management bodies on implementing the legal requirements, state programs in relevant areas of socio-economic development, on adopting by-laws, related to implementation of the Laws and others are clearly defined in the Laws on regulations of chambers of the Parliament.
UzLiDeP is confident that the new law will update our country’s political system, which currently reflects the generally accepted rules of management and values of the civilized world.

Uzbekistan has carried out successive reforms to build a democratic state and a free civil society, under which special attention is paid to ensuring the constitutional rights of citizens to receive information, freedom of information and expression. This approach is an important condition for the further democratization of state governance in the country, ensuring the transparency of public authorities and management. This contributes to further increase political participation, formation of public opinion, democratic renewal and modernization of the country.
The next step in this direction became the recently adopted law "On amendments and additions to some legislative acts of the Republic of Uzbekistan". According to this legal act, amendments and additions to the Law "On guarantees and freedom of access to information" in particular, it pointed out that the request for information may be expressed orally, in writing, including in electronic form via the information system. Responses to letters, requests and the court order can be sent through an information system with a digital signature.
Scientific and technological advances have led to amendments and additions to the law “on the Central Election Commission of the Republic of Uzbekistan ". From now on, the regulation of the central electoral commission must be published on the same day on the official website of CEC.
We are convinced that innovation in the current legislation promotes the further democratization of information, freedom of access to information, thus perpetuating the principles of openness of public authorities, and they will give their good results.
