Tashkent, Uzbekistan (UzDaily.com) -- The President of Uzbekistan signed a decree “On Measures for Cardinal Improvement of Payment Discipline in the Sphere of Providing Water Supply and Wastewater Services”.
The decree underlined shortages in the systems of providing water and wastewater services, including debts.
President provided additional rights to the Bureau of Compulsory Enforcement at the General Prosecutor’s Office of the Republic of Uzbekistan.
The Bureau will collect payments for water supply and sanitation along with strengthening the payment discipline for the consumption of electricity and natural gas.
The employees of the Bureau will be able to check the completeness and reliability of accounting for the supply, consumption and timeliness of settlements not only for electricity and natural gas, but also for water, including business entities, without agreement with the Republican Council for Coordinating the Activities of Controlling Bodies.
The Bureau’s employees can disconnect consumers from water supply and sanitation networks for late payment or debts.
In connection with the adoption of the Decree, significant changes have also been made in the procedure for settlements for water supply and sanitation services.
In particular, from 1 January 2018, the consumers should make 100% prepayment for water supply and sanitation services.
The document said that the consumers will have to make payment for reconnection to water supply and sanitation services at the size of 2 and 10 sizes of minimal salary based on the group of consumers.
With a view of successful realization of the set tasks on cardinal perfection of payment discipline in the sphere of rendering water supply and water disposal services, the responsible ministries and departments were instructed to conduct a number of organizational activities.
In addition, before 1 January 2018, a set of measures will be developed to create and implement a single automated system for monitoring and recording production, transportation and distribution of water, including the establishment of meters at water distribution units.
Along with this, by 1 April 2018 it is planned to carry out an inventory of all groups of consumers of water supply and sanitation services, as well as technological audit of water supply and sewerage facilities, while creating a single electronic database of consumers and adjusting payments for services rendered.
And before 1 January 2019, an inventory of facilities and structures of the water and sewerage system will be carried out, with simultaneous registration of cadastral documents for them.
