National report of Uzbekistan to UN Human Rights Council discussed in Tashkent

Tashkent, Uzbekistan (UzDaily.com) -- A joint briefing of the National Center for Human Rights of Uzbekistan and UNDP office in Uzbekistan was held on 23 May 2018, following the consideration of the Third National Report of the Republic of Uzbekistan under the Universal Periodic Review of the UN Human Rights Council.
UPR, created on 5 March 2006 with the Resolution 60/251 of the UN General Assembly is the mechanism of the Human Rights Council, which regularly reviews the implementation of all human rights obligations by all UN member states. The UPR assesses the activities of States in the field of human rights and takes the necessary measures with respect to violations of rights rights in the whole world.
From 7 to 18 May 2018, the 30th session of the Working Group on the Universal Periodic Review (UPR) of the UN Human Rights Council was held in Geneva. Uzbekistan presented its report on 9 May 2018. During the event, information was provided to the international community on the measures taken to improve the human rights situation, including in the framework of the implementation of commitments in this area, as well as previous recommendations on the UPR.
The participants of the briefing were informed that the overwhelming majority of delegations (more than 50 countries) represented in the Human Rights Council highly appreciated Uzbekistan’s efforts in the field of human rights, implemented constitutional, institutional and administrative reforms, increased international involvement of the country and manifestation of true openness to constructive dialogue.
Particularly it was underlined that adoption of the Strategy of Action for the five priority areas of the country’s development in 2017-2021, which demonstrates Uzbekistan’s commitment to promotion and protection of human rights and fulfillment of its international obligations in this field.
During the briefing, members of the diplomatic corps, as well as representatives of international organizations, were informed of the recommendations of the Human Rights Council submitted following the consideration of the Third National Report of the Republic of Uzbekistan. More than 200 recommendations were received from Uzbekistan.
During the briefing, it was also noted that the delegations of the UN member states positively characterized Uzbekistan’s efforts in deepening social and economic reforms, expanding opportunities for entrepreneurs and protecting their rights, including by establishing the Business Ombudsman Institute, improving the welfare of the population, reducing the gap between the village and the city, ensuring universal coverage of education and health.
A presentation of the Decree of the President of the Republic of Uzbekistan from 5 May 2018 "On the program of events dedicated to the 70th anniversary of the adoption of the Universal Declaration of Human Rights", as well as the "Roadmap" to ensure freedom of religion or belief, approved by the joint decision of the Kengashes, based on the recommendations of the UN Special Rapporteur on freedom of religion or belief was held during the briefing.
The program of measures was adopted in connection with the 70th anniversary of the Universal Declaration of Human Rights and the increased attention of the state, society and citizens to the values and principles of the Universal Declaration of Human Rights, as well as to further improve the system of organizational and legal and other measures aimed at ensuring reliable protection of rights , freedoms and interests of a person, improving the effectiveness of mechanisms and procedures for the implementation of international standards of human rights and freedoms in the legislation and practice of government agencies new.
The Universal Declaration of Human Rights became the first international legal instrument to which the Republic of Uzbekistan joined after independence.
The program of events dedicated to the 70th anniversary of the adoption of the Universal Declaration of Human Rights includes 39 measures, aimed at further strengthening coordination of activities of state bodies and civil society institutions dealing with issues of ensuring human rights and freedoms, enhancing the activities of the mass media, broad coverage of the country’s activities scale work to protect and promote human rights, deepen international cooperation in this field.
As it was mentioned above, the presentation of the "Roadmap" on ensuring freedom of religion or belief was developed in the framework of the recommendations of the Special Rapporteur of the UN Council on Human Rights on freedom of religion or belief A. Shahid on the results of his visit to Uzbekistan in October 2017.
