Tashkent, Uzbekistan (UzDaily.com) -- The Ministry of Justice continues to analyze the effectiveness of the public administration system in various fields. Thus, in the course of studying the activities of the Ministry of Housing and Communal Services, a number of problems and shortcomings were found which hinder the accelerated development of the industry. It is reported by the press service of the Ministry of Justice.
In particular, the results of the analysis show the deterioration of municipal equipment and utilities of water supply. 2,888 (40%) of water supply facilities, 4,512 km (32%) of water lines, 19,753 km (36%) of water supply networks, 567 km (31%) of sewage collectors and 1,368 km (25%) of sewer networks should be repair. It has been established that the condition of 758 boiler houses and 5,000 km of heating networks leads to excessive loss of heat energy, as a consequence, to an increase in receivables and payables of heat supply enterprises.
Economic concentration in the market of design services in the field of housing and communal services, the State Unitary Enterprise “Uzbekkommunalloyikhakurilish” (for water supply and sewage facilities) and Teploelektroproekt JSC (for heat supply facilities) do not meet the requirements of competition law and are an important factor hindering the development of competitiveness of the industry.
Insufficient implementation of effective mechanisms of public-private partnership, the lack of more comfortable conditions for the widespread attraction of investments, together with the unprofitability of housing and public utilities, reduce the investment attractiveness of the industry and do not allow for efficient expenditure of budget expenditures.
There is a need to optimize government functions in this area. The analysis revealed a duplication of functions of the Inspectorate for the control of the maintenance and operation of multi-family housing and the Inspectorate for the control of drinking water under the Cabinet of Ministers in the field of water supply and sewerage.
Sufficient measures are not being taken to further improve the housing and communal tariff policy, including development and implementation of incentive tariff regulation. This becomes the cause of unprofitability of housing and communal services, growth of debt of utilities. The shortcomings in the financial state of the industry are due to the presence of water and heat supply of payables (over 1.2 trillion soums) and receivables (over 531 billion soums) of debt due to the unprofitability of the industry.
The study of complaints received by the Ministry of Housing and Communal Services showed that a burning issue in this area are different aspects of the activities of partnerships of private homeowners. In particular, in some cases there has been a misuse of credit funds, received on concessional terms.
One of the major drawbacks of the housing and utilities industry is the lack of relevant rules and regulations governing all aspects of the operation of an apartment housing. This circumstance indicates the existence of a legal gap in the management of multi-apartment housing stock, which does not allow the staff of the Inspectorate for the Control of Operation of Multi-apartment Housing Fund to properly perform their direct duties.
Thus, the staffing of the territorial inspection is from 4 to 10 people, despite the fact that the number of houses serviced varies from 1,118 to 4,492 units. Thus, the average load per inspector ranges from 23 to 53 apartment buildings (from 500 to 3,991 apartments) per month.
According to the results of a comprehensive analysis of the existing problems and taking into account the advanced foreign experience, the specialists of the Ministry of Justice prepared relevant proposals for improving the system of housing and communal services management and increasing the investment attractiveness of the industry.
