Tashkent, Uzbekistan (UzDaily.com) -- On 19 December 2018, Uzbekistan and Kyrgyzstan signed a final protocol and roadmap on trade, economic and investment cooperation following the second meeting of the Council of Heads of Border Regions of the two countries in Osh.
The documents were signed by the Prime Minister of the Kyrgyz Republic Muhammedkaliy Abylgaziev and the Prime Minister of the Republic of Uzbekistan Abdulla Aripov.
The roadmap contains specific steps and timelines, including trade issues, joint cooperation in industry, cooperation in the field of quarantine and veterinary medicine, simplification of customs procedures, interbank cooperation, etc.
“Strengthening interregional relations with neighboring countries is one of the priorities in the foreign policy of the Kyrgyz Republic. The high-level trusting relations between Kyrgyzstan and Uzbekistan contribute to the development of cooperation in all areas,” Prime Minister of the Kyrgyz Republic Muhammedkaliy Abylgaziyev said.
The Kyrgyz Head of Government noted that due to the mutual manifestation of the firm political will of the heads of two states, the Kyrgyz-Uzbek relations in recent years have reached a new qualitative level.
“The holding of the first meeting of the Council of Heads of the Border Regions of Kyrgyzstan and Uzbekistan in March of 2018 in Ferghana and the business meeting of the business circles of the border regions have given new impetus to the development and strengthening of relations between our countries and peoples. The agreements reached on the basis of mutual visits and summits held in recent years require continuous monitoring by us with a view to their systematic implementation, as well as close cooperation between the responsible ministries and departments of the two states,” Muhammedkaliy Abylgaziyev said.
The Prime Minister said with satisfaction the positive dynamics in strengthening interregional relations between border regions and emphasized that due to the active interaction between the heads of regions and districts, many pressing economic issues are quickly resolved at the local level.
The Head of Government of the Kyrgyz Republic added that the Council of Heads of Border Regions has become an effective mechanism for strengthening interregional relations and maintaining friendly relations in the border areas of the two countries.
At the same time, he spoke about the positive dynamics in trade between countries where border areas play an extremely important role.
“The trade turnover between countries for the first 9 months 2018 amounted to over US$250 million, which is 11% higher compared to the same period in 2017. However, the heads of our states have set the task to increase trade turnover to 500 million US dollars. In this regard, I consider it extremely important to intensify this work,” Muhammedkaliy Abylgaziev said.
The Prime Minister of the Kyrgyz Republic expressed confidence that the active support of cross-border entrepreneurs will serve to strengthen and expand trade, economic, cultural and humanitarian relations with neighboring areas.
“The field of road and rail transport is an important component in the Kyrgyz-Uzbek relations system, which can unite not only our countries, but the entire region. In our opinion, the states of the region need to more actively build mechanisms of interaction in the trade-economic, investment, transport, cultural and humanitarian fields. In this context, in order to create favorable conditions, we suggest that Uzbek colleagues abolish fees for freight forwarders. This undoubtedly contributes to an increase in the number of mutual cargo transportation and an increase in commodity turnover between our countries,” the Prime Minister underlined.
Also, Muhammedkaliy Abylgaziyev thanked the Uzbek side for holding high-level events in Uzbekistan dedicated to the 90th anniversary of the great writer Chyngyz Aitmatov.
The Prime Minister of the Republic of Uzbekistan, Abdulla Aripov, said with satisfaction that regular high-level events in the recent period allowed the two countries to achieve historically significant results and agreements.
The Head of the Government of Uzbekistan reaffirmed his commitment to the all-round development of interaction and mutually beneficial partnership with Kyrgyzstan.
“The results of the negotiations in the narrow composition showed that with mutual desire there can be no issues on which we could not find a mutually acceptable solution,” Abdulla Aripov said.
During the meeting, plenipotentiary representatives of the Government of the Kyrgyz Republic in Jalal-Abad, Osh and Batken oblasts, Minister of Economy Oleg Pankratov spoke on the investment opportunities of each region, and spoke about the trade and economic opportunities of the regions.
Khokims of the Ferghana, Andijan and Namangan regions, the minister of foreign trade, also made a presentation on the achievements and trade and economic opportunities of the regions.
During the meeting, issues of the implementation of a number of agreements on interregional cooperation, expansion of trade, economic and investment cooperation, deepening cultural and humanitarian ties, improving the conditions for crossing sections of the state border and other relevant issues of bilateral cooperation were discussed.
