UzLiDeP discusses improving investment climate

Tashkent, Uzbekistan (UzDaily.com) -- Council of Liberal-Democratic Party of Uzbekistan (UzLiDeP) in Navoi region held a meeting of experts on issues related to improvement of business and investment climate in the region, the press service of the party said.
The experts noted that creation of favourable investment climate and stimulating investments into economy of Uzbekistan are important and necessary condition to ensure dynamic economic growth, deepen structural reforms, modernization and diversification of economy, raising its competitiveness in the world markets.
Within implementation of investment programme for 2013, Uzbekistan used capital investments for US$13 billion, which rose by 11.3% year-on-year. Almost 47% of total used capital investments were private investments. At the same time, over 70 of attracted investments directed to construction of production capacities, about 40% - to purchase of new equipment. Investments to economy of Uzbekistan made up 23% to the GDP.
Speaking about special-industrial zone “Navoi”, the experts underlined that 19 investment projects have been commissioned. They produce TV set-boxes, electronic meters, power cables, phones, medicaments, etc. In 2013, they produced goods for 100 billion soums, which increased 25.8% year-on-year.
Zilola Sabirova, member of UzLiDeP faction in Legislative Chamber of Oliy Majlis, said that there are untapped potential and opportunities to increasing investments into economy of the region. She said that recently signed presidential decree “On additional measures on further on further improving investment climate and business environment in Uzbekistan” will play important role in this direction. The decree fully meats interests of the voters of the UzLiDeP and stimulate activity of the businesses.
MP underlined that the document envisages several measures on further improving and liberalizing legislation, regulating activities of business entities and investors, improving transparency of the activities of the state and economic bodies in this spheres. It is also planned to stimulate inflow of investments through placement of information at websites and international publications. It is also planned to use single investment projects database at attraction of investments.
The participants of the meeting noted that the decree and a resolution of the president, which was adopted to implement the decree, on further improving procedures related to conducting business activities and providing state services to the businesses, envisage a complex of measure, implementation of which will help to form favourable business environment in the region and improve competitiveness of the economy of Uzbekistan.
Issues of forming business environment in light of the newly adopted documents were also discussed at the roundtable in Andijan, which was organized by the UzLiDeP.
At the roundtable, Abdukodir Tashkulov, the member of UzLiDeP faction, underlined in line with the decree extended moratorium for holding tax inspection of financial-economic activities of small businesses, who timely pay taxes and mandatory payments, as well as ensure sustainable growth and profitability of the production, till 1 January 2017.
The moratorium was set in 2011 within the implementation of the state programme “The year of small business and private entrepreunership”. UzLiDeP members noted that this shows attention of the leadership of Uzbekistan to small businesses and efficiency of measures on liberalizing economic relations in the country.
The party member said that from 1 January 2015 small businesses will submit statistical reports once a year. At the same time, the statistic bodies will carry out selective research on corresponding directions and spheres of activities. From 1 January 2013, only microfirms were freed from submission of reports on quarterly bases. At the same time, microfirms could be attracted to surveys by the state bodies.
The party underlined that now the tax bodies cannot suspend operations of businesses with their banking accounts without permission of the court if the businesses failed to submit tax reports in time. Earlier, the tax bodies could suspend operations with the banking accounts of businesses, which failed to submit tax reports in time. UzLiDeP underlined that the decree and resolution have other important decisions to improve business and investment climate in the country, create new jobs.
At the same time, the roundtable participants, critically rating activities of MPs of the party in the regions on protection rights and interests of the voters of the party, underlined that it is necessary each quarter to consider reports of governors in the regions on efficiency of creation of favourable conditions for businesses. This, in its turn, require close cooperation of MPs groups with local party structures and this will help increase responsibility of employees of the controlling bodies to adhere to norms of the legislation.
According to entrepreneurs and farmers of Samarkand region, who participate in the meeting with UzLiDeP faction, introduction of modern information-communication technologies to activities of the state bodies and governance will ensure their openness and transparency, which is important factor to form favourable business environment. The legal experiment in Bukhara and Samarkand region in 2013 proved this.
MP Nurissin Muratov said that summarizing of the results of meetings with voters shows that voters of UzLiDeP are interested in introduction of achievements of the ICT to liquidate red tape and barriers in development of small and private entrepreneurship. It was underlined that the law on normative-legal acts set requirement that the state bodies should publish their legal acts at their official websites within two days.
The presidential decree set that from 1 June 2014 it is banned to attract businesses to liability for violation of the legal documents of the state bodies, if the document was not published at their official websites. So, the businesses will not be responsible for violation of unpublished decisions of the state bodies.
The decree also set that the legal acts, which makes procedures of doing business more difficult and lay legal obligations to business entities, will come into force after three month from the date of publication.
UzLiDeP is sure that this will be useful for the voters as they will have time to comply with new requirements and do not violate their liabilities.
The ministries, state committees, departments, joint stock companies, associations and state bodies in places should place information, regulating their relations with businesses, at their official websites on regular bases.
Member of UzLiDeP faction Barno Abdullaev underlined that State Communication Committee and Ministry of Justice should control official websites of the state bodies via which they build their relations. The Government will control implementation of the measures, including via polls of the businesses.
Special inter-governmental working group was created at the Cabinet of Ministers, which will process appeals of the businesses, submitted via the Single portal of the state services.
These and other decisions of the presidential decree require special attention of the MPs and they should monitor their implementation at regular bases, UzLiDeP said.
