Innovations in waste management in Yangiyul

Tashkent, Uzbekistan (UzDaily.com) -- It took about four years since an innovative waste management approach has been implemented in Yangiyul. This practice based on public-private partnership still proves its efficiency.
A few years ago for Lola Bekmuratova timely solid waste management was not only a matter of hygiene, environmental cleanliness, but also the health of each child. As the director of a kindergarten in Yangiyul, she has been concerned about storage and control of solid waste. In Yangiyul the problem was urgent for a number of kindergartens, hospitals, schools, and for ordinary citizens.
With the expansion, Yangiyul district population and the amount of waste required timely disposal quadrupled. The local Hokimiyat dealing with these issues was concerned about the waste management. As a result, there were illegal dumping and pollution.
The introduction of public-private partnership became the solution. Now a private company could not only generate more revenue from the disposal of waste and contribute to the solution of social problems.
UNDP Project ‘Business Forum of Uzbekistan’ jointly with international donors have supported the private sector of Yangiyul through ensuring with two waste collection compactor trucks. The selected private company could expand service areas, increase the commercial profit, as well as become a good example of the innovation success.
With the financial support from Sasol Corporation 90 waste collection bins were purchased and then distributed among social organizations such as kindergartens, schools and hospitals. This enabled the company to ensure the cleanliness in the city, but also accelerate the process of waste collection. The company has provided a daily service up to 60% of the district population (about 140 thousand inhabitants) and collected up to 80% of solid waste generated in the district.
- New waste collection bins provided by the project and international donors are very important for our kindergarten. The bins with a special, tight-fitting lid keep waste in a sealed way and out of reach insects and animals. This is essential for clean environment and health of our children, - said Dilara Mustafina, kindergartener.
To disseminate and implement this innovative approach the experience of the pilot project on improving waste management was collected in the publication.
Considering that in the era of urbanization, the waste management issue is one of the most pressing the model of public-private partnership has been successfully implemented in other cities. For example, today in Tashkent waste collection services has more than 40 private operators.
Support of inclusive business projects is a goal of one of the components of the UNDP Project ‘Business Forum of Uzbekistan’. The new, third phase of the project is planned to implement the four inclusive business projects aimed at supporting young people and women, as well as creating jobs opportunities.
