Tashkent, Uzbekistan (UzDaily.com) -- On 11-12 May 2017, Tashkent hosted the 12th meeting of the Shanghai Cooperation Organisation Forum. The event was organised and held by the Institute for Strategic and Inter-Regional Studies under the President of the Republic of Uzbekistan and by the Foreign Ministry of Uzbekistan. Vladimir Norov, Director of the Institute, chaired the Forum meeting.
The SCO Forum was attended by over 100 delegates and experts, including delegations from over 20 national research centres in the SCO member-states, and research centres in SCO observer states and dialogue partners, the SCO Secretariat, and the Executive Committee of the SCO’s Regional Anti-Terrorist Structure (RATS). The meeting also involved senior officials from Uzbekistan’s ministries and departments, Ambassadors Extraordinary and Plenipotentiary representing nine countries in Uzbekistan, and diplomats from 12 countries.
Republic of Uzbekistan Deputy Foreign Minister Anvar Nasyrov greeted Forum participants on behalf of the national Foreign Ministry. He noted the Forum’s important role in SCO development and the Organisation’s rising popularity against the backdrop of a rapidly changing and contradictory international situation, ongoing complex processes and increasing tensions. "The institution of this venue was motivated by an insistent need to understand and analyse the factors that influence SCO activity. The Forum is a unique venue for intellectual exchange and a mechanism for academic research and consultations," Mr Nasyrov stressed.
The heads of national SCO research centres from SCO member-states and Deputy SCO Secretary General Wang Kaiwen also spoke at the opening ceremony.
Participants in the Forum’s three plenary sessions conducted a detailed exchange of opinions on current issues, the SCO’s future development, including efforts to strengthen security, stimulate economic cooperation and maintain cultural, humanitarian, transport and communications cooperation. The third plenary session, devoted to the prospects of expanded SCO membership and more effective cooperation with the Organisation’s observer states and dialogue partners, featured some interesting discussions.
Participants in the two-day Forum heard 45 reports. After the event, the parties signed the SCO Forum protocol.
The National Research Centre of the Republic of Kazakhstan, due to host the next Forum meeting in 2018, now presides over the SCO Forum.
Established in 2006, the SCO Forum is a permanent multilateral, consultative-expert and research-and-development venue and an independent mechanism for providing academic support for SCO activities, and it is also called the second track.
Forum meetings are held once a year, and meeting venues are determined alphabetically, in line with the Russian names of the SCO member-states.
