Uzbekistan adopts programme on measures for further development of specialized medical care for population

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyayev signed a resolution “On measures for further development of specialized medical care for population of the Republic of Uzbekistan for 2017-2021”.
The document envisages measures to determine the most important areas for further development of specialized medical assistance in Uzbekistan, expand the geography of its delivery to the regional level, increase responsibility of the republican specialized centers for organizational and methodological guidance over territorial medical organizations, etc.
The resolution envisages measures on further reforming system of rendering specialized medical services at all levels – from district to national levels.
The document also envisages measures on introduction of achievements of modern science and research activities to specialized medical care.
The leading republican specialized medical and prophylactic organizations have been transformed into republican specialized scientific and practical medical centers in line with the resolution.
Uzbek leader set main tasks of the centers, including development of clinical protocols, methodological and technological policies, organize training of specialists, cooperate with international and foreign medical centers, foreign experts, etc.
The decree approves the scheme of rendering specialized medical services to the population.
President of Uzbekistan also approved a program on measures to further develop specialized medical assistance to the population in Uzbekistan for 2017-2021.
The programme envisages measures to improve legislation on quality and efficiency of specialized medical services, improving the financing of the medical establishment, strengthening their material and technical base of medical organizations, improving system of training, g and upgrading of medical personnel, quality of rendering specialized medical services to the population, etc.
Uzbek leader ordered to create a single electronic database of patients, who need to receive relevant specialized medical services, including high tech medical care, till 1 January 2018.
It is also planned to create an electronic programme of remote appointment to the doctor by 1 January 2019 in all the specialized centers, regional branches and district (city) medical associations.
Uzbek President also provided tax and customs preferences to the medical establishments till 1 January 2022.
Special attention is paid to development of effective mechanisms of social and legal protection of traveling abroad for treatment of citizens of Uzbekistan, as well as to improve the practical and theoretical skills of local experts - involvement in the republic’s leading foreign scientists, doctors and specialists on a contractual basis.
The resolution said that Uzbekistan will direct 373.5 billion soums and US$100 million to implementation of the programme, of which 60 billion soums will be allocated for construction, reconstruction and overhaul of the Republican specialized scientific-practical medical centers and over US$97 million - to equip national and regional specialized medical institutions with modern medical equipment.
