Tashkent, Uzbekistan (UzDaily.com) -- On 3 July, a working group led by Deputy Prime Minister of the Republic of Uzbekistan Sardor Umurzakov and consisting of heads of ministries, departments, industry associations and commercial banks in an exit format began work on the development of new investment projects, development entrepreneurship, reducing poverty among the population, as well as identifying points of economic growth in Jizzakh and Samarkand regions.
In Jizzakh region, first of all, the progress of the implementation of investment projects in the framework of the regional development program was considered: in the region for the period 2020-2021. It is planned to implement 726 projects worth 12.4 trillion soums, of which 549 projects worth 4.9 trillion soums will be implemented this year. Putting these projects into operation will allow by the end of 2021 to create 20.1 thousand jobs. Responsible managers were instructed to take measures for the timely implementation and commissioning of these projects, as well as to work to find additional reserves for the formation of new projects and the creation of new production capacities in the region.
Measures have been worked out to increase the well-being of the population through the development of home-based labor - 44 projects have been developed in this area, including 24 large-scale ones, for a total of US$28.2 million mainly in the textile industry, as well as in the field of poultry farming and horticulture. Opportunities for the implementation of additional projects in the field of animal husbandry, beekeeping, rabbit breeding and fishing are being explored.
The potential of the Jizzakh free economic zone as a separate driver of the region’s economic development is studied. During the work of the group, it was revealed that for the accelerated implementation of a number of investment projects, there is a need to strengthen the existing engineering and communication infrastructure. In this regard, the heads of the relevant departments were instructed to build additional transformer substations, build up high-voltage power transmission networks, automatic gas distribution stations and gas pipelines, reconstruct water supply and sanitation systems with the calculation of specific technical parameters and terms. The implementation of these measures will not only solve the problems of enterprises that have previously received the status of participants in the free economic zone and are currently operating, but will also form the potential for placing new investment projects on the free part of the free economic zone.
Significant untapped potential of the Zomin-farm free economic zone has been identified, as a result of which the responsible leaders are working on the formation of constructive proposals for placing promising and high-tech projects in the territory of this SEZ focused on the production of high-quality pharmaceutical products in demand on the domestic and foreign markets.
The task was set to develop the horticulture sphere in the Jizzakh region through the introduction of the export cluster model. In total, in the Jizzakh region there are 11.3 thousand hectares involved in the cultivation of fruit crops, including 3.9 thousand hectares reserved for intensive gardening. At the same time, in 2020, 4.1 thousand hectares were additionally allocated for the development of this sector, which will make it possible to increase annual fruit cultivation volumes to 130 thousand tons by the end of 2021, which will be 40 percent more than in 2019. As a result, the degree of processing of fruits grown in the region will increase from 10.3% in 2019 to 15% by the end of 2021. Work is underway to identify specific initiators and sources of financing for projects.
Textile and electrical industries, as well as the building materials industry, are designated as separate points of economic growth. For example, in the textile sector, 31 projects are planned for implementation for a total amount of US$257.9 million, which envisages the creation of 8,218 new jobs. As a result, by 2021, the level of local processing of cotton yarn will reach 60% (growth - 80%), growth in fabric production - 76%, knitted fabric - 78%, finished sewing and knitting products - 2.7 times. In the field of building materials, it is planned to begin the development of 36 new mineral deposits (marble onyx, cement, natural decorative stones, gypsum and anhydrite, limestone, expanded clay, silicate sand) and the industrial development of the mined products with the aim of producing cement, lime, gypsum, fired brick, sand, natural pavers, aerated concrete and reinforced concrete products. A package of 66 investment projects worth 4.5 trillion soums was formed in this direction, including by attracting US$198.1 million of direct foreign investments, of which 36 projects worth 556 billion soums will be implemented this year. As a result, about 2500 new jobs will be created.
The current state of the use of biological resources of the Aidar-Arnasay system of lakes was studied - it was revealed that due to a decrease in productivity in this system there is not only a reduction in fishing, but also an increased drainage of fresh water from Syrdarya river for agricultural purposes, which causes excessive salinization of the territory. The working group conducted an analysis of the use of the Aidar-Arnasay lake system and developed proposals to increase its effectiveness, among which are the creation of a lake system development fund, optimization of water resources distribution through the introduction of an electronic system, and organization of quotas for industrial fishing. Mechanisms are also being developed to integrate fish farming into a single system, to strengthen the system of protection against poaching, as well as proposals for further development of the logistics infrastructure.
Also during the visit, the progress of the implementation of investment projects, the creation of new production capacities and the identification of economic growth points in Samarkand region was studied.
The analysis of the implementation of the regional development program, which includes 1268 projects in the amount of 16.4 trillion soums, of which 1183 projects worth 10.3 trillion soums will be implemented by the end of the first quarter of 2021. These projects will create in the region about 25 thousand new jobs by the end of 2021.
153 projects were worked out for implementation, including 27 major projects in the field of textiles, horticulture, food industry, sericulture, animal husbandry, poultry farming, fish farming, handicrafts, beekeeping and jewelry, aimed at developing cooperation with the population and increasing its employment by organizing home-based labor. The total amount of these projects is US$104.2 million.
The course of implementation of infrastructure projects in the region is considered. It was noted that the total amount of projects in this direction is US$273.5 million, while US$90 million raised from the Abu Dhabi Development Fund is allocated for the modernization of the drinking water supply system in Samarkand, US$66 million allocated by the World Bank for construction and reconstruction of water supply and sanitation networks of the region as a whole and separately - Kattakurgan city. Additional funds of international financial institutions in the amount of US$117.5 million will be allocated for the construction and modernization of sewage systems in 6 district centers and urban-type settlements.
In this context, the development of new projects to modernize the central streets of Samarkand, as well as the construction and equipment of the region’s main roads, the total amount of which is US$217 million, will be accelerated.
The activity of the free economic zone “Urgut” has been analyzed - measures have been developed to accelerate the implementation of projects in the area of carpet weaving, the production of finished leather and shoe products, as well as household appliances. Also, specific areas for the expansion of this zone by joining 730 hectares in it in the Urgut and Pakhtachi districts, as well as in the cities of Samarkand and Kattakurgan were identified.
A number of promising projects have been worked out, the implementation of which will be carried out by compatriots living and conducting entrepreneurial activities abroad - 43 projects worth 366.1 million dollars will be implemented in this direction.
Given the climatic conditions of the region, special attention was given to devote to the development of horticulture and viticulture spheres through the widespread introduction of the export cluster model, which includes the processes of growing, collecting, processing, storage, certification and transportation of products. In 2020-2021, 3.1 thousand hectares will be allocated for these projects, including 800 hectares previously used for growing cotton and wheat. At the same time, it is expected that as a result of the implementation of these projects, the annual volume of fruit production will increase from 334 thousand tons to 431.5 thousand tons (an increase of 30%).
In order to ensure the fulfillment of the tasks set, resolve existing issues of entrepreneurs, as well as identify specific initiators and sources of financing for the above projects, the working group will continue to work in the Jizzakh and Samarkand regions
Also during the visit, under the leadership of the Deputy Prime Minister of the Republic of Uzbekistan S. Umurzakov, the results of export activities for the first half of this year, as well as measures taken and proposals developed to stimulate the integrated socio-economic development of certain regions of the Republic were discussed in a video conference format.
It was announced that for 6 months of this year, domestic enterprises exported products worth US$6.1 billion. At the same time, 950 new enterprises were involved in export activities, as well as the delivery of 85 new types of products abroad was mastered.
The reports of the heads of industry departments and local authorities were heard, on the basis of which an analysis was made of systemic factors that impede the implementation of export activities and the effectiveness of measures taken to provide practical assistance to exporting enterprises was evaluated. So, for example, as a result of targeted and timely allocation of loans to enterprises of the textile industry for replenishment of working capital, the volume of exports of the textile industry amounted to US$828 million. Instructions were given to develop a program of practical measures to minimize the possible negative impact of external negative factors on the foreign economic activity of industries and regions of the Republic in the second half of this year.
Separately, the performance of the diplomatic missions of the Republic of Uzbekistan abroad was noted, the purposeful work of which, according to the results of 6 months of this year, made it possible to ensure additional export volumes of US$2.7 billion.
Constructive proposals aimed at further increasing the export potential of regions and industries were also discussed. Responsible managers are instructed to use all available resources, as well as fully apply the developed mechanisms to support entrepreneurs in order to increase the export supply of domestic producers and with the adoption of specific measures to diversify export markets and the range of goods
Separately, the implementation of instructions given during the visit of the President of the Republic of Uzbekistan to Ferghana Region was examined, in particular, concerning the stimulation of accelerated socio-economic development of Sokh region. In 2020-2021. In this region, it is planned to implement 98 investment projects totaling 216.1 billion soums with the creation of 4920 new jobs. It is noted that work has already begun in this direction - resources of commercial banks and investor funds are allocated to enhance entrepreneurial activity and support business in the region.
Based on the results of the video conference, the responsible heads of ministries, departments, commercial banks and local authorities were given targeted instructions indicating the specific terms for their implementation.
