Senate approves amendments to some legislative acts

Tashkent, Uzbekistan (UzDaily.com) -- At the eighth plenary session of the Senate, the Senators discussed the Law of the Republic of Uzbekistan "On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan in Connection with the Further Improvement of Legislation on Ensuring Public Safety".
It was noted that over the past period, systemic and effective measures were taken to ensure peace and stability in the country, the introduction of completely new mechanisms for maintaining public order and the formation of a sense of personal security among the population.
However, when ensuring public safety, there are a number of negative phenomena, in particular, many actions associated with the carrying by citizens, especially young people, of a knife and other cold weapons, as well as intimidation with these objects or their use during a quarrel.
If you look at the analysis carried out, you can understand how important the adoption of this Law is.
For example, in 2017–2019, 10,065 items could be used as edged weapons, of which 6835 or 68% are knives. In the first 6 months of 2020, 14,957 objects could be used as edged weapons, of which 12,762 or 85% were knives, and the rest were other types of objects.
58% of these products are found on the street, 22% in markets, 24% are found in educational institutions. As a result, in the first 8 months of 2020 alone, 542 crimes were committed with the use of sharp objects, of which 168 or 31% were murders and 289 or 53% of the incident were of the nature of causing grievous bodily harm.
For this reason, in order to further improve the legislation on public safety, amendments and additions are being made to some legislative acts of the Republic of Uzbekistan.
In particular, paragraphs of the second part of Articles 104 and 105 of the Criminal Code of the Republic of Uzbekistan are being changed.
In addition, articles 14, 245, 287 of the Code of Administrative Responsibility of the Republic of Uzbekistan are supplemented, the Code is supplemented with new articles 1852 and 1853.
The first part of Article 1852 envisages the imposition of a fine in the amount of half to one basic calculated value for carrying objects that can be used as cold weapons in an open (not covered) form in public places, in professional activities or in sports or in economic - for household purposes.
In the second part of this article, a fine is established in the amount of from one to five basic calculated values with or without confiscation of the items of the offense for offenses related to the carrying of civilian weapons, cold steel and items that can be used as cold steel in public places, in cases not related to their use in hunting, professional activities, sports activities or household purposes.
Article 1853 also prohibits the illegal circulation of items prohibited for use as civilian and service weapons on the territory of the Republic of Uzbekistan.
In addition, amendments and additions are made to Articles 3 and 9 of the Law "On Weapons". That is, a concept is introduced that provides for objects that can be used as edged weapons - industrial or homemade bladed, cutting objects (knives, pins and others with a sharpened edge, stabbing, cutting objects), objects that, when using physical force, can inflict harm (baseball bats, softball bats) intended for use in professional, industrial or sports activities or for household purposes.
Also, a norm is introduced prohibiting the carrying of weapons and objects that can be used as cold steel in an open (not covered) form in public places, including in urban, suburban, intercity and international transport.
As a result of the adoption of the Law in our country, the number of offenses that can be committed with the use of cold weapons, other objects that can be used as cold weapons, and knives will decrease.
Senators approved the law.
