The Senate sends a parliamentary inquiry to the Cabinet of Ministers on problems in the provision of drinking water

Tashkent, Uzbekistan (UzDaily.com) -- At the eighth plenary session of the Senate, the issue of sending a parliamentary request to the Cabinet of Ministers of the Republic of Uzbekistan on problems in providing the population with drinking water was also considered.
It was noted that the Senate Committee on Budget and Economic Reforms studied the state of work on the implementation of the Law of the Republic of Uzbekistan "On Water and Water Use" in providing the population with drinking water, design and construction, commissioning of water bodies, effective use of funds.
The Decree of the President of the Republic of Uzbekistan from 25 September 2020 also defines the tasks for the future on the consistent continuation of the reforms carried out in the field of drinking water supply and sewerage.
Over the past two years, 3.7 trillion soums have been allocated from the budget to improve drinking water supply and sewerage systems. As a result, 6,463 km of drinking water pipelines and almost 300 km of sewerage networks were laid at 1,734 facilities throughout the country.
It was noted at the meeting that the study showed that the effectiveness of measures taken in the regions to meet the needs of the population in drinking water is not up to the mark.
In particular, the country does not fully utilize the total capacity of drinking water supply facilities.
38% of main canals of drinking water pipelines with a length of 70.3 thousand km, as well as 29% of more than 12 thousand drinking water wells, require repair.
There are serious mistakes and shortcomings in the targeted and effective use of funds allocated for providing the population with drinking water and improving sewerage services.
In particular, ineffective costs were admitted due to cases of production without studying the design estimates for structures on the spot, without taking control measurements, incompletely reflecting in the documentation the amount of work to be performed, and also without specifying the sources of drinking water.
A healthy competitive environment has not been formed in the system; there are cases of selection of organizations engaged in design and construction, in contradiction with the legislation.
As a result, there are cases when construction was carried out, and the objects were not commissioned or construction and installation work was not completed, the funds were used ineffectively.
The construction efficiency monitoring system is inadequate.
There is no open, transparent system for the use of funds raised from the State budget, international financial institutions and other sources, there is no effective reporting system on the use of funds and the return of borrowed funds.
The tasks defined by legislation in the field of providing the population with drinking water were not fulfilled in a timely manner.
Although the Law of the Republic of Uzbekistan "On Water and Water Use" grants local authorities the right to determine the main directions of use and protection of water resources on their territory, in the regions it is allowed to fail to fulfill this authority for years.
In this regard, the Senate of the Oliy Majlis adopted a resolution on sending a parliamentary inquiry to the Cabinet of Ministers of the Republic of Uzbekistan on problems in providing the population with drinking water.
