Senators discuss the results of the parliamentary inquiry sent to the Ministry of Internal Affairs and the Prosecutor General’s Office

Tashkent, Uzbekistan (UzDaily.com) -- At the sixth plenary session of the upper chamber of the Oliy Majlis, it was decided to send a parliamentary inquiry to the Ministry of Internal Affairs and the General Prosecutor’s Office of the Republic of Uzbekistan on the state of committing crimes related to the use of torture and other cruel, inhuman or degrading types of treatment and punishment.
Today, on 21 October, during the eighth plenary session of the Senate, the results of this parliamentary inquiry were discussed, the press service of the Senate reports.
It was noted that the Ministry of Internal Affairs approved and accepted for execution certain measures to ensure the execution of the Senate resolution. In particular, a new procedure has been introduced for the strict observance of the UN Convention of 1984 and the Criminal Procedure Code of the Republic of Uzbekistan.
9,547 surveillance cameras were installed in 468 administrative buildings of the internal affairs bodies, 91 - in a temporary detention center, 13 - in special reception centers, 12 - in rehabilitation centers, 43 - in penal institutions and 11 - in pre-trial detention centers.
Over the seven months of this year, the prosecutor’s office carried out 5,116 inspections in law enforcement agencies and submitted 2,783 submissions to eliminate identified violations of the law.
During the meeting, the senators stressed the need for the Ministry of Internal Affairs and the General Prosecutor’s Office to take measures to resolve some problematic issues raised in the parliamentary inquiry.
In particular, the urgency of the approval by the Ministry of Internal Affairs within a month of a memorandum of cooperation with the public and the media in order to develop measures to ensure strict compliance with the 1984 UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and the Criminal Procedure Code of the Republic of Uzbekistan, as well as ensuring the openness of the work of the internal affairs bodies.
It was also noted that there is need to create by the end of 2021 in all territorial investigative units of special investigation rooms equipped with systems for stenography, video surveillance of the interrogation process, as well as audio and video recording systems of investigative actions.
The Commissioner for Human Rights of the Oliy Majlis and the National Center for Human Rights of the Republic of Uzbekistan were also given relevant instructions.
At the same time, the Jogargy Kenes of the Republic of Karakalpakstan, the regional, Tashkent city and district (city) Kengashes of people’s deputies were recommended to pay special attention to and discuss cases of the use of torture and other cruel, inhuman or degrading types of treatment and punishment.
A corresponding resolution of the Senate of the Oliy Majlis was adopted on this issue.
