Senators consider results of a parliamentary inquiry, sent to the Cabinet of Ministers on the state of road safety

Tashkent, Uzbekistan (UzDaily.com) -- At the eighth plenary meeting of the upper house of parliament, the results of a parliamentary inquiry on the state of road safety and the implementation of legislation in this area, sent to the Cabinet of Ministers of the Republic of Uzbekistan in accordance with the relevant Resolution of the Senate of the Oliy Majlis from 19 June 2020, were discussed.
It was noted that according to the response submitted by the Prime Minister on 25 August 2020, the issues raised in the parliamentary inquiry were studied in detail together with the relevant ministries and departments and considered by the Presidium of the Cabinet of Ministers.
The Cabinet of Ministers has adopted a program of practical measures on a number of issues raised in the parliamentary inquiry. The program defines the installation of photo and video equipment that automatically detects violations, as well as additional photo radars operating online.
In addition, it is envisaged to take measures to address the issue of the shortage of staff units in departments and divisions of the State Traffic Safety Service under the Ministry of Internal Affairs, which performs complex and basic tasks to ensure road safety.
At the same time, it is envisaged to teach the basics of traffic rules and road safety in secondary schools, improve the qualifications of public education workers to teach schoolchildren traffic rules.
At the meeting, the senators noted that they did not pay due attention to solving some of the issues raised in the parliamentary inquiry.
In particular, road safety standards have been superficially developed, approved in 2019 by the Committee for Highways under the Ministry of Transport of the Republic of Uzbekistan.
It was noted that the serial numbers of road signs in these standards are also incorrectly defined, which is one of the main and priority rules of the road.
These standards are copied from the standards of other countries. As a result, road signs from other countries’ traffic regulations are also included in the annexes of these standards. Meanwhile, these road signs are absent in the Traffic Rules of the Republic of Uzbekistan.
In 2017-2020, employees of the State Traffic Safety Service submitted to local authorities and relevant organizations and departments a total of 6709 submissions on ensuring road safety, preventing road accidents, creating convenience for road users, of which 3173 submissions or 45% were not reviewed on time.
In addition, due to the dismissive attitude of the relevant specialists to the implementation of road repairs in 2019 and for 8 months of 2020, 532 road accidents occurred, in which 511 people were injured and 191 people died.
Such deficiencies require the adoption of effective measures against officials who do not follow the instructions of the employees of the State Road Safety Service.
In this regard, the members of the Senate adopted a corresponding resolution to eliminate the identified errors and shortcomings.
This envisages:
- improvement, by 15 January 2021, of regulatory legal acts and standards on road safety, approved in 2019 by the Committee for Highways under the Ministry of Transport of the Republic of Uzbekistan;
- development, within a month, of a program of specific measures to prevent road accidents that occur due to the emergency state of highways;
- taking the necessary measures to increase the responsibility of the relevant employees who delay the execution of the submissions made by the employees of the State Road Safety Service to the heads of the responsible departments;
- analysis by the Committee of the information submitted on a quarterly basis by the Cabinet of Ministers of the Republic of Uzbekistan and the Ministry of Internal Affairs to the heads of the relevant departments on the progress in fulfilling the tasks defined in the program of events approved by the Prime Minister of the Republic of Uzbekistan, invitation to the meeting of the Senate Committee of the Oliy Majlis on Defense and Security of the heads of responsible ministries departments that do not fulfill the program of events and presentation in a timely manner.
A corresponding resolution of the Senate of the Oliy Majlis was adopted on this issue.
