Senate discusses parliamentary inquiry on state of medical examination of citizens

Tashkent, Uzbekistan (UzDaily.com) -- At the second plenary meeting of the Senate of the Oliy Majlis, it was decided to send a parliamentary inquiry to the Cabinet of Ministers on the state of medical examination of citizens and the establishment of disability by medical and labor expert commissions.
Today, on 21 October, at the eighth plenary session of the Senate, the results of the parliamentary inquiry were discussed.
It was noted at the meeting that the information provided by the Cabinet of Ministers on the results of the parliamentary inquiry did not fully reflect the fulfillment of the tasks set in the parliamentary inquiry.
In particular, the issues of medical examination of citizens and the establishment of disability by medical and labor expert commissions are not sufficiently regulated in regulatory legal acts, short-term, medium-term or long-term strategies for the prevention of disability, medical, social and professional rehabilitation of persons with disabilities have not been adopted.
At the same time, the criteria used in the medical and social examination to determine disability are based on a methodology developed 40 years ago, and a new procedure has not yet been developed.
The workload of the provision of services to disabled people by medical and labor expert commissions has not been determined, a list of the main diseases leading to disability in children under 18 and older persons has not been developed, criteria for determining disability in these diseases, criteria for conducting a medical and social examination using modern methods of medical social rehabilitation of disabled people.
One more aspect. A number of tasks related to the definition of disability, enshrined in the program of complex measures approved by the Decree of the President of the Republic of Uzbekistan from 1 December 2017, "On measures to radically improve the system of state support for persons with disabilities" are not being fulfilled.
Thus, the activity of medical advisory commissions and medical-labor expert commissions of the system of the Ministry of Health has not been critically examined, the mechanisms for determining disability and its terms, including the procedure for processing documents, have not been improved. The disability identification system does not include a support mechanism for a person with obvious symptoms until their disability is determined, the procedure for compulsory inpatient treatment for certain categories of persons with disabilities has not been canceled, and an absentee definition of disability has not yet been introduced for those most in need of assistance.
Despite the fact that specific grounds and deadlines for completing these tasks have been identified, persons with disabilities face many difficulties in defining disability and using medical and social services.
It was noted at the meeting that practical measures were not taken to the proper extent on the issues raised in the parliamentary inquiry, and for subjective reasons the corresponding work was not carried out.
In this regard, the Cabinet of Ministers is entrusted with the task of ensuring the full implementation of the tasks specified in the parliamentary request, as well as providing specific data on this in the future, and its implementation is left under the constant control of the Senate.
A corresponding resolution of the Senate of the Oliy Majlis was adopted on this issue.
