Tashkent, Uzbekistan (UzDaily.com) -- On 26 January 2021, a meeting of the Senate Committee of the Oliy Majlis on Science, Education and Health was held. It was attended by senators, members of the expert group of the Committee, officials of the Ministry of Public Education and media representatives.
The tasks identified in the Address of the President to the Oliy Majlis, as well as the issues of ensuring the implementation of the tasks outlined in the decrees and resolutions of the President of the Republic of Uzbekistan adopted in 2020, as well as at video conferences dedicated to improving the sphere of education and upbringing, were discussed.
The meeting heard information from the Minister of Public Education Sherzod Shermatov on the implementation of the Law of the Republic of Uzbekistan "On Education" in terms of general secondary education.
It was noted that in recent years, thanks to the attention paid to education, certain positive work has been carried out in the public education system.
In particular, as a result of the reforms carried out in 2020, the number of school graduates who have submitted documents to higher educational institutions has doubled and amounted to 23% of applicants. 34% of the allocated state quota (in 2019 - 23%) was taken by school graduates. At the same time, the number of schools whose graduates did not enter higher educational institutions at all decreased by 3 times (in 2019 - 2126, in 2020 - 692).
The quality of the teaching staff in the system has improved, the number of teachers of the highest category has increased by 9.4%, and teachers of the first category - by 6%.
In addition, in 2020, 56 specialized schools in mathematics, 28 in chemistry and biology, 14 in computer science and ICT were created.
The Concept for the Development of Inclusive Education in the Public Education System for 2020-2025 was adopted.
At the meeting, the senators noted that there are problems in this area awaiting their solution. In particular, 175 schools did not pass accreditation in 2020 due to the unsatisfactory quality of education, the overall level of academic achievement was 60.7% in Syrdarya region, 62.4% in Tashkent region, 62.7% in Jizzakh region, 64, 2% - in Andijan region and 64.4% - in Namangan region, which is lower than the national average. The level of mastering by students of general subjects, which were monitored, was 54.6% in physics and 54% in chemistry.
In a comparative study of the results of teaching staff with the results of 2019, a decrease was also observed in all regions. On average, the results were 54.2 points in Tashkent region, 51.7 points - in Surkhandarya region and 50.5 points - in Kashkadarya region. These regions occupy the last places in the republic on average in the last two years, which indicates that not enough attention is paid to the work of teachers and their professional development.
In addition, during the meeting, they discussed in detail the crimes committed by teachers in the field of public education, disputes arising from labor relations, and issues of preserving the reproductive health of minors.
The meeting participants developed proposals for the development of general secondary education, high-quality implementation of the priority tasks identified in the Address, and a decision was made by the Committee.
