Uzbekistan to stimulate construction of biogas facilities at farms

Tashkent, Uzbekistan (UzDaily.com) -- The Government of Uzbekistan issued a resolution “On measures on stimulation of constriction of biogas facilities at husbandry and poultry farms of the republic” on 25 November 2015, the press service of the Ministry of Economy said.
The resolution was adopted in order to introduce ecologic and energy efficiency technologies in agro-industrial complex of Uzbekistan and envisages provision of tax and customs preferences, as well as preferences for organizations, using bio gas facilities.
With the resolution, the Uzbek Government recommended commercial banks – Hamkorbank, Turonbank, Qishloq Qurilish Bank, Halq Bank, Ipak Yoli Bank and Uzpromstroybank – to allocate grants of Global Ecological Fund (GEF) and loans to initiators of the projects on construction of biogas facilities at agriculture enterprises of Uzbekistan.
At the same time, the commercial banks were recommended to issue loans under the interest rate, not higher than refinancing rate of the Central Bank of Uzbekistan.
The document sets that application of initiators on construction of bio gas facilities, envisaging allocation of lands and issuing of permission to construction, will be conducted on one-stop-shop principles.
The resolution stipulates development of guidelines for the construction, installation and operation of specialized equipment, as well as a model project of biogas plant.
It is planned to develop territorial targeted programme for the construction of biogas plants in the livestock and poultry farms.
The resolution said that there is an opportunity to include enterprises, specializing on production of biogas facilities, spare parts and components to them, to the programme of localization.
The consumers of electricity, which has facilities for production of electricity from renewable sources of energy can supply superfluous electricity to the single electricity system in line with the set order.
Biogas typically refers to a mixture of different gases produced by the breakdown of organic matter in the absence of oxygen. Biogas can be produced from raw materials such as agricultural waste, manure, municipal waste, plant material, sewage, green waste or food waste. It is a renewable energy source and in many cases exerts a very small carbon footprint. Biogas consists of 50-70% of methane. It can be used for production of electricity, heating (hot water and heating). Waste of biogas is used as fertilizers.
Currently, there are over 6,000 farms, which breed over 650,000 cattle and 21 million birds and produce annually 6 million tonnes of organic waste.
According to the UNDP, number of biogas facilities in Uzbekistan rose from 16 in 2011 to 42 in 2015.
According to preliminary estimates, total potential of biogas in Uzbekistan is estimated at 8.9 billion cubic meters. As the calorific value, this corresponds to 6.5 billion cubic meters of natural gas, accounting for more than 10% of annual demand for energy in Uzbekistan.
