SCO Foreign Ministers discuss development of organization

Tashkent, Uzbekistan (UzDaily.com) -- A Council of the Ministers of Foreign Affairs of the member states of the Shanghai Cooperation Organization (SCO) was held a session in Tashkent on 23-24 May 2016. Uzbekistan chaired the session.
Foreign Minister of Kazakhstan Erlan Idrisov, Foreign Minister of China Wan Yi, Foreign Minister of Kyrgyzstan Erlan Abdyldaev, Foreign Minister of Russia Sergei Lavrov, Foreign Minister of Tajikistan Sirojiddin Aslov and Foreign Minister of Uzbekistan Abdulaziz Kamilov, as well as the SCO Secretary-General Rashid Alimov and Director of SCO RATS Executive Committee Yevgeniy Sisoev participated in the meeting.
Within the meeting, the ministers discussed current states and perspectives of developing mutual beneficial cooperation at various directions of the activities of the SCO, increasing its role and place in international and regional affairs. It was underlined that the SCO, based on Shanghai spirit, which embodies mutual trust, mutual benefit, equality, mutual consultations, respect for cultural diversity and a desire for common development, in the 15 years since foundation has established itself as one of the most influential participants of the modern system of international relationship.
Foreign Ministers considered realization of results of the Council of the heads of states of the SCO, which was held in Ufa city on 9-10 July 2015. In this contest, it was noted importance of adoption of action plan on realization of the SCO Development Strategy till 2025, which will presented for consideration of the SCO leaders.
SCO Foreign Ministers adopted decision to submit issue on signing of memorandum on liabilities of India and Pakistan to receive status of the SCO member-states for consideration of the SCO leaders. Ministers welcomed signing of memorandums on providing status of dialogue partners of the SCO to Azerbaijan, Armenia, Cambodia and Nepal.
It was underlined that it is necessary to attract observer states and dialogue-partner of the SCO to practical cooperation within the organization.
Ministers affirmed that development and realization of the measures on joint combating terrorism, separatism, extremism in all their appearance, illicit drug production and trafficking, transnational organized crime, crimes with the use of modern information technology, illegal migration and human trafficking will be one of the priorities of cooperation within the organization.
It was noted that it is important to prepare a SCO Convention on fighting extremism, which will assist to strengthen legal base in this direction along with the Shanghai Convention on fighting with terrorism, separatism and extremism and Programme of cooperation of the SCO member states on fighting terrorism, separatism and extremism for 2016-2018.
The SCO officials exchanged opinion on actual regional and international problems, main trends of their development, issues of strengthening security and stability in the region.
The SCO member states affirmed adherence of the SCO to strengthen central coordinating role of the UN in international relations, which should be based on international law, including goals and principles of the UN Charter. First of all, the role of the UN in strengthening stability and security in the world, developing cooperation between the states.
The officials noted that rehabilitation of peace and stability in Afghanistan is important factor for strengthening security in the region. The SCO member states support settlement of inter-Afghan conflict via promoting inclusive process of national reconciliation. It was noted that Afghan people and government should reach reconciliation agreement. The UN should play a central coordinating role in international cooperation on Afghanistan.
At the meeting, the SCO member states noted importance of cooperation in disarmament and arms control, non-proliferation of weapons of mass destruction and peaceful use of nuclear energy. From this point of view, entry into force of the protocol on guaranteeing security to the agreement on zone of free trade zone in Central Asia, which will contribute to strengthening of global non-proliferation regime.
Ministers endorsed a draft Tashkent declaration of the fifteenth anniversary of the SCO and information communique on the result of the Council of Heads of the states of the SCO member states, as well as a Report of the Secretariat of the SCO over the past year, submitted by the Secretary General of the SCO Rashid Alimov.
Foreign Ministers also adopted decisions on several issues, related to the activities of the organization and upcoming session of the Council of the heads of states of the SCO in Tashkent.
