Russia refuses to supply oil via pipeline to Uzbekistan without duties

Tashkent, Uzbekistan (UzDaily.com) -- Russian could not find technical opportunities of supply of oil via oil pipeline “Omsk-Pavlodar-Shymkent-Zafarabad, Interfax reported quoting of the representative of Ministry of Energy of Russia.
Official of Russian Energy Ministry said that the Uzbek Government directed a letter to the Russian Government on organization of supply of Russian oil via pipeline without levying export customs duty.
The agency noted that Uzbekistan did not indicate the concrete volume of supplies.
Russian Economic Development Ministry noted that Russia cannot abolish duties due to its obligations within the WTO. If Russia abolishes duties for Uzbekistan, it should also abolish them to WTO member states as well.
Russian Energy Ministry said that the direct supplies of Russian oil via pipeline to Uzbekistan on route “Omsk-Pavlodar-Shymkent-Zafarabad” are impossible due to technical reasons.
The ministry said that there was no applications from Russian companies to supply oil to Uzbekistan.
