President of Uzbekistan approves measures for accelerated development of regions

Tashkent, Uzbekistan ( -- President of Uzbekistan Shavkat Mirziyoyev signed a resolution “On priority measures to ensure accelerated socio-economic development of regions”.

The resolution is aimed at unconditional implementation of adopted acts and development programs, especially at the grass-roots level. This act provides for interconnection of systematic work of the executive and representative authorities on permanent and targeted study of the state of social and economic development of the regions in order to identify and timely solve urgent problems of the population.

The resolution approved the proposals of the chambers of the Oliy Majlis, the Cabinet of Ministers, Zhokargy Kenes of the Republic of Karakalpakstan and the khokimiyats on:

- implementation of an entirely new system of organization of work on the ground, providing for the division of the territories of the Republic of Karakalpakstan, regions, districts, cities into sectors for integrated social and economic development;

- assign of each of the 14 regions of the republic for the Prime Minister and his deputies. At the same time, special attention will be paid to ensuring the accelerated development of 69 districts and cities, which are lagging behind in the socio-economic terms.

Sectors for integrated socio-economic development are headed by the chairman of the Jokargy Kenes of the Republic of Karakalpakstan, hokims of regions, districts and cities, heads of the prosecutor’s office, internal affairs and the state tax service. They will carry out purposeful and systematic work to identify and solve social and economic problems on the ground.

The organization of the work of the sectors will be carried out on the principle of "makhalla - district (city) - region - republic". At the same time, the main work should be organized at the grassroots level - in the mahalla, with household detours of all households and objects without exception, with direct communication with the population on a quarterly basis.

The deficiencies identified in the mahalla will be eliminated directly on the spot, and problems that can not be solved on the spot will be included in the roadmaps by each sector, district (city) and region.

At the level of the country’s government, measures will be taken to approve and implement state, territorial programs, including investment, drafting government decisions to eliminate systemic problems on the ground.

Thus, there is an inextricable link between the problems of the mahallas and the mechanisms for their solution, right up to the republican level.

An important role in the solution of problems on the ground will be played by road maps, which include the problems identified, as well as a detailed breakdown of the ways to eliminate them. Quarterly formation and implementation of "road maps" will be carried out by sectors in cooperation with other interested organizations taking into account the specifics of the corresponding territory.

The central place in establishment and elimination of significant shortcomings and problems, the impact on the course of development of regions and increasing the responsibility of sector leaders will be held by the reporting system at sessions of the Kengashes of People’s Deputies. In the quarterly hearing of sector leaders’ reports, the Prime Minister and his deputies, parliamentarians, representatives of civil society institutions assigned to each territory will take part.

Uzbek President recommended the Zhokargy Kenes of the Republic of Karakalpakstan, the Kengash of People’s Deputies of the regions and the city of Tashkent, districts (cities) pay attention to the following questions during these hearings:

- critical assessment of the socio-economic development of the territory for the relevant period;

- identification of current problems of concern to the population, business entities, farmers, young people, as well as systemic shortcomings that impede the development of the territory;

- discussion of priority directions of social and economic development of the territory and proposals for inclusion in state, territorial programs, including investment.

Hearing of reports will be considered as one of the most important tools for influencing the course of development of regions, as well as increasing the responsibility of sector leaders and officials of local executive bodies.

In addition, the resolution envisages implementation of the quarterly reporting system of the Cabinet of Ministers to the President of the Republic of Uzbekistan for implementation of measures for the social and economic development of the regions.

Taking into account the radical change in approaches to the solution of social and economic problems at the local level, a new Concept of the system for summing up the results of the country’s social and economic development will be implemented.

When summing up the results, first of all, the interests of citizens and business entities should be taken into account.

Uzbek leader prohibited to conduct unreasonable, ineffective interdepartmental meetings, which have no practical significance, superimpose excessive administrative burden on officials of state bodies and other organizations and distract from carrying out immediate tasks, and entrust the Prosecutor General’s Office with ensuring proper monitoring in this area.

The resolution of the President of Uzbekistan contains a number of instructions, which envisages development of basic regulatory and legal acts that regulate this sphere, including optimization of the structures, tasks, functions and powers of state authorities in the field following the analysis of the implementation of the resolution.

There is also a need for critical study and implementation of effective and transparent mechanisms for formation and distribution of funds of Uzbekistan and local budgets, development and implementation of investment programs.
