E-SUD as an innovative system of transparent and open justice

Tashkent, Uzbekistan (UzDaily.com) -- A court order has formally incorporated Uzbekistan’s all 75 civil courts into the national E-SUD system. The system was first developed in 2013, and has been implemented by the joint ‘Rule of Law in Uzbekistan’ project of the Supreme Court of the Republic of Uzbekistan, the United States Agency for International Development (USAID) and the United Nations Development Programme (UNDP).
To match this expanded roll-out, last month has seen specialized trainings carried out in 18 districts and cities in the Republic of Karakalpakstan, Bukhara, Khorezm and Navoiy regions, to make sure legal professionals can use the system to the fullest. These have been attended by 400 participants including court chairpersons, judges, heads of offices of inter-district civil courts, public utilities and state tax inspection employees, along with lawyers trained in using the E-SUD National electronic case management system.
“The trainings have ‘laid out’ all the stages of using the E-SUD system, providing skills of an innovative approach to enhancing openness and transparency in the justice system, as well as optimizing the timing of cases and disputes,” said Anvar Shukurov, chairperson of the Zafashan inter-district civil court of the Navoiy region.
“In my opinion, the widespread use of information and communication technologies is a priority area for improving judicial procedures. Further automation and informatization of courts, based on the use of advanced technologies and international experience, will ultimately contribute to strengthening the effectives of the current legal policy, increasing levels of public satisfaction with judiciary activities and increasing public confidence in courts.”
The full range of basic E-SUD services were presented during the training programme. These services include those supporting individuals and legal entities, such as the filing and statement of claims, undertaking the claim consideration monitoring process, and receiving of judicial decisions and notices online. Other services support judges, including the automatic preparation of court documents and decisions based on developed samples and templates, the allocation of civil cases among judges, database searching, the use of an automated single court documents database, and the distribution of drafted court reports in an approved form.
The users have also been informed about the stages of development, and the current services of the national information system, the achieved results and plans for the newly-launched services, and E-SUD integration with other information systems and resources. Since the start of 2017, 950 specialists across the country have been trained in specialized E-SUD system usage.
