Legislative Chamber passes draft law “On Public Procurement”

Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan passed a draft law “On Public Procurement” in the first reading.
Deputies emphasized the importance of adopting laws of direct action in accordance with tasks indicated by the President of Uzbekistan. In this regard, the draft law is of great importance.
In addition, the study of international experience of particular countries of the world showed that the most effective public procurement systems are in countries such as the United States, Chile, the Russian Federation, Belarus and Kazakhstan, in which the entire procurement process is regulated by a single document – the Law.
As noted at the meeting, the draft law was developed in order to regulate legal relations in the sphere of public procurement, as well as eliminating existing in practice contradictions and obsolete standards. Deputies emphasized that the adoption of the law will increase the openness and transparency of public procurement system. In particular, the draft law envisages the opening of a special information portal of public procurement.
Thus, a clear system of public procurement will be established in the country, which ensures the most effective and rational use of budgetary and other financial resources. These measures, in turn, will help to strengthen healthy competition and exclude cases of corruption in this area.
