MPs pass the law on public procurement
The document is a single legislative act of direct action regulating public procurement and aimed at eliminating existing in practice contradictions and obsolete norms.
The draft law was widely discussed with attraction of representatives of state bodies, business entities and civil society.
The document is directed at counteracting corruption, creating conditions for fair competition between business entities in the government procurement market, transferring public procurement into electronic format in order to provide mechanisms for effective state and public control in this area.
In the opinion of the MPs, the adoption of this law will serve the maximum effective and rational use of budgetary funds and other centralized sources, credit resources under the guarantee of the Government. In addition, the public sector will be provided, within a reasonable time, with the necessary goods, works and services in the right quantity at the optimal “price-quality” ratio.
It is stressed that the implementation of the law will also contribute to the acceleration of the country’s socio-economic development. Domestic manufacturers and small business entities will receive significant support in ensuring the rights and legitimate interests, improving the quality of products through the use of modern methods of regulating relations in the field of public procurement.
During the debate, the deputies made their suggestions and recommendations on improving the norms of the bill.
After that, the MPs adopted the Law "On Public Procurement", which was sent to the Senate of the Oliy Majlis for consideration.
The meeting also considered other issues related to the powers of the Legislative Chamber of the Oliy Majlis.
