Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber hosted a roundtable dedicated to inclusion of the concepts of “subsistence minimum” and “consumer basket” to identify incomes, necessary to decent living of population.
MPs, representatives of ministries and departments, local state bodies and experts participated in the roundtable.
Uzbek President Shavkat Mirziyoyev during his address to the parliament called to introduce concepts of “subsistence minimum” and “consumer basket” into legislation of Uzbekistan.
The main goal of the round table is to form working groups, which will study mechanisms for establishing minimum consumer spending standards, analyze foreign experience and formulate specific proposals accordingly, actively involve representatives of interested ministries and departments in the working groups , as well as the definition of the most important tasks in this direction.
It was underlined that in recent years a large-scale work was carried out in the country to increase the incomes of the population, improve the quality of education and health services, and provide the population with housing. However, it should be noted that Uzbekistan has even greater opportunities in this direction, and to effectively use these opportunities, it is necessary to study deeply the issues related to raising the standard of living of the population, both from the theoretical and practical point of view, and the development of scientifically sound proposals.
The participants of the event stressed that in order to increase the well-being of the population, to prevent poverty, and to solve problems related to raising the incomes of people, it is necessary to pay special attention to their provision with a subsistence minimum on the basis of the consumer budget.
It was also said that the subsistence minimum indicators are used by the state for conducting social policy. In particular, to assess the standard of living of the population, the number of people with incomes below the subsistence level, equal and high incomes is determined, which serves as the basis for providing targeted social assistance to the poor in the population. In addition, such indicators are used to justify the minimum wage and pension payments, is a criterion of poverty. In accordance with this, it is important to introduce a system of regular increase of minimum social standards of the population, development of social standards of minimum size, identification of a minimum subsistence.
Specialists noted that in the consumer basket an important place is given to the food basket. When forming the minimum consumer basket for the able-bodied population, the set of products is determined with the calculation for a working man in the amount of kilocalories in proteins and carbohydrates per day. At the same time, the consumer function is organically linked to income. With the increase in income, consumption volumes also increase.
Speakers said that when determining the consumer basket for the constituent entities of the Republic of Uzbekistan, it is important to take into account the natural climatic conditions, national traditions and local characteristics of the main socio-demographic groups in the consumption of non-food products and services, and also made a number of proposals and recommendations on development of a standard list of minimum types of food products, non-food products and services required for the Republic of Uzbekistan and included in the composition it subjects the main socio-demographic groups to preserve human health and to ensure their livelihoods.
During the event, a Working Group was formed comprising members of the parties and factions, responsible employees and specialists of the concerned ministries and departments. The working group is tasked to improve the draft law of the Republic of Uzbekistan "On State Minimum Social Standards" developed in cooperation with the PDPU and the Ministry of Employment and Labor Relations, through in-depth study of the suggestions and recommendations made at the meeting, analysis of the best foreign experience.
