President signs law “On Countering Extremism”

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev signed a law “On Countering Extremism” on 30 July 2018.
The Legislative Chamber passed the law on 12 June 2018, and the Senate approved the document on 28 June 2018. The law will come into force in three months.
The document is aimed at ensuring the security of the individual, society and the state against extremism, protecting the constitutional order, the territorial integrity of the Republic of Uzbekistan, preserving civil peace, interethnic and inter-religious harmony.
The law provides for basic concepts, principles of counteraction to extremism, directions of counteraction to extremism, the circle of bodies carrying out activities in this sphere, and their powers, measures to counter extremism, as well as responsibility for carrying out extremist activities.
The law prohibits extremist activity on the territory of the country in any of its manifestations.
The directions of state policy in the field of countering extremism are defined as measures to prevent extremism, identify and suppress violations of extremism and international cooperation in the field of countering extremism.

Measures to prevent extremism may include other measures in accordance with the law.
In the Republic of Uzbekistan, the recognition of an extremist organization is carried out in court, the document said.
The organization is considered extremist if at least one of its structural units (branch and representation) carries out extremist activity.
The application for recognition of an extremist organization is submitted to the Supreme Court of the Republic of Uzbekistan by the Prosecutor General of the Republic of Uzbekistan.
The list of organizations, which named as extremist organization by the court, will be published on official websites of the Ministry of Justice and the Supreme Court of the Republic of Uzbekistan.
It is prohibited to import, manufacture, store, distribute and display extremist materials, attributes and symbols of extremist organizations on the territory of the Republic of Uzbekistan, as well as their distribution and demonstration in the mass media or telecommunications networks, including the Internet.
Materials imported, manufactured, stored, distributed and displayed on the territory of the Republic of Uzbekistan, as well as in the mass media or telecommunications networks, including the Internet, are recognized as extremist in the order established by law.
Extremist materials, paraphernalia and symbols of extremist organizations in the established order are subject to destruction or removal. If it is impossible to destroy or remove extremist materials, attributes and symbols of extremist organizations located in the mass media or telecommunications networks, including the world information network, access to them is restricted.
Failure of a person, providing services for access to telecommunications networks and the world Internet information network, to implement request of the state bodies, which counters extremism, on the destruction, removal of or the restriction of access to extremist materials, will be attracted to responsibility in line with the law.
