Deputies consider several draft laws

Tashkent, Uzbekistan (UzDaily.com) -- On 8 November 2018, a regular meeting of the Legislative Chamber of Oliy Majlis was held. The deputies considered a number of draft laws, aimed at providing legal support for reforms carried out in various areas of the country’s life.

All issues on the agenda of the meeting were previously discussed at meetings of factions of political parties in the lower house and the deputy group from the Ecological Movement of Uzbekistan.

At the meeting, deputies began to discuss a draft law “On seed production”. It was noted that this draft law was developed in order to improve the legal framework for the development of this sphere, expanding measures to harvest high-quality and high-yield seeds international markets. The draft law also envisages improvement of the mechanism for ordering relations in the field of seed production and the creation of conditions for the export of seeds.

According to deputies, the adoption of this draft law will further improve the regulatory framework for seed production in agriculture, introduce modern innovative projects into the field, preserve the seed gene pool, further improve the efficiency of the network of enterprises for harvesting and processing, and expanding their exports.

Then the deputies reviewed the draft law “On introducing changes and additions to the Consular Charter of the Republic of Uzbekistan”. The current main document defining the legal basis for the activities of consular offices of our country in foreign countries - the Consular Charter of the Republic of Uzbekistan - was approved 22 years ago by the law of August 29, 1996. Taking into account the changes made in the past period in national legislation, as well as the current practice, foreign experience and international law, time itself requires the improvement of this document.

In this regard, the Consular Charter of the Republic of Uzbekistan has been drafted in the lower house of parliament, which defines the organizational and legal framework for the implementation of consular activities, the functions of consular officials to protect the rights and legitimate interests of our citizens and legal entities abroad by providing timely, comprehensive consular legal and other assistance.

It specifically defines the legal status and classification of consular offices, which will serve to complete the tasks entrusted to them, ensure the effectiveness of the work of consular officials, increase the responsibility and quality of the documents being developed, and ultimately achieve reliable protection of the interests of our country and the rights of our citizens. and legal entities.

Then the deputies of the lower house considered in the second reading the draft Law “On introducing amendments and changes to some legislative acts of the Republic of Uzbekistan”, introduced on the basis of the legislative initiative of the deputies.

As noted, according to the analysis of the European Agency for Food Security (EFSA), 70 percent of boys and girls aged 18-29 years consume energy drinks with an addition to alcohol. Experts emphasize that this drunkenness is much more dangerous than alcohol poisoning. In addition, according to the data obtained, the constant consumption of energy drinks entails an increase in heart attacks in minors, reduced vision and the appearance of mental defects.

According to the deputies, the adoption of the proposed draft law, along with filling the existing voids in existing legislation, also promotes the use of mechanisms for establishing effective oversight of advertising and sale of energy drinks.

Then the deputies began to discuss the draft law “On introducing amendments and addenda to some legislative acts of the Republic of Uzbekistan” in the light of the implementation of the Plan of Measures to implement the Law “On Public Control” dated April 12, 2018.

As it was said at the meeting, public control is carried out in accordance with the law by public councils, commissions and other public organizational structures. According to deputies, the analysis shows that the norms of the laws “On Denationalization and Privatization”, “On the Quality and Safety of Food Products”, “On Radiation Safety”, “On Psychiatric Aid” and “On Forest” limit the range of subjects of public control. The draft law under consideration proposes the introduction of appropriate amendments to the above laws in order to prevent inconsistencies between the norms of legislative acts.

 At the plenary session, another document was discussed - the draft law “On introducing amendments and addenda to the Code of the Republic of Uzbekistan on administrative responsibility”. This draft law was developed on the basis of paragraph 17 of the decree of the President of our country “On additional measures to increase the effectiveness of the state plant quarantine service” dated March 28, 2018.

In accordance with it, the draft law proposes an amendment to Article 107 of the Code of the Republic of Uzbekistan on Administrative Responsibility - for violating the rules on quarantine pests, plant diseases and weeds, the size of sanctions increases from one to three minimum wages for citizens and from three to five minimum wages - for officials. Article 108 of the Code proposes to contribute: for the export of materials that have not been quarantined and properly processed, the size of sanctions increases from two to five minimum wages - for citizens and from five to ten minimum wages - for officials. It also envisages an addition: a sanction for a repeated offense within a year after the application of an administrative penalty in the amount of from five to seven minimum wages - for citizens and from seven to fifteen minimum wages - for officials with confiscation of the objects of the offense.

The deputies stressed that the adoption of this bill will strengthen the state control over compliance with the established rules, systematic implementation of plant quarantine measures, taking measures to prevent crime, full enforcement of plant quarantine measures and phytosanitary requirements.

The meeting also considered other issues that are within the competence of the Legislative Chamber of the Oliy Majlis.
