Tashkent, Uzbekistan (UzDaily.com) -- On 18 December 2018, President of the Republic of Uzbekistan Shavkat Mirziyoyev held a meeting on the issues of meeting the need for modern personnel and attracting educated youth to strategic industries.
In recent years, measures have been taken to improve the education system, to train modern personnel. A presidential decree adopted a program for the integrated development of the higher education system for the period 2017-2021. This year, 13 new higher education institutions were organized in the country, including branches of foreign universities. The Academy of Sciences and the Ministry of Innovation Development of the Republic of Uzbekistan have begun work on the training of highly qualified personnel.
Of course, the attention paid to this issue will surely give its results in the near future. However, advanced personnel that meet the requirements of accelerated implementation in all areas of the reforms are needed today.
In the process of structural transformations, it became clear that most of the specialists are not ready for them, their knowledge, qualifications and skills do not meet modern requirements.
For example, at the initial stage, it is required to send abroad more than 3.5 thousand specialists for training in the programs of magistracy and doctoral studies, advanced training and internships. There is a need for more than 600 of our compatriots with international scientific and practical experience. It is required to involve about a thousand foreign scientists and experts.
This means that the urgent need for scientific and scientific-pedagogical personnel is more than 5 thousand. If we consider the need for production areas, this figure will increase at least 50-100 times.
- And this is just the need for personnel today. And which spheres and for which areas will specialists in the near and distant future of economic development be needed? Already, it is necessary to think deeply about this issue, to educate personnel that meet the requirements of the time and pace of reforms. Our future depends on the resolution of this issue, said Shavkat Mirziyoyev.
As it is known, by the Decree of the head of our state dated 25 September, under the Cabinet of Ministers of the Republic of Uzbekistan, the Foundation “El-Yurt Umidi” was organized on training specialists abroad and dialogue with compatriots.
The Foundation has been tasked with organizing the training of talented young people abroad for master’s and doctoral programs, training and internships for specialists in various fields, establishing a permanent dialogue with compatriots abroad, engaging them in the socio-economic reforms carried out in our country, promoting the training of highly qualified personnel from foreign universities and research centers.
For these purposes, in 2019, the allocation of 45 billion soums from the State budget is planned. By order of the President, this amount will be increased.
The meeting discussed issues of proper organization of work in this direction.
The Cabinet of Ministers was instructed to develop, together with the “El-Yurt Umidi” Foundation, a “road map” for organizing the training and internship of personnel abroad in the context of all ministries and departments.
The Ministry of Higher and Secondary Specialized Education and the Foundation have been instructed to determine the priority areas for sending personnel abroad and announce the corresponding competition.
It was noted that the “El-Yurt Umidi” Foundation needs to form, together with the Ministry of Foreign Affairs and the Youth Union, a database of our compatriots abroad with valuable experience, the Ministry of Information Technology and Communications Development - in the shortest time possible launch a register of data on compatriots with breakdown on countries and specialties.
Shavkat Mirziyoyev emphasized that part of each foreign investment attracted to our country should be directed to the training of qualified specialists.
The meeting also considered the issue of promoting the selection of promising managerial personnel, the continuous improvement of their professional qualifications.
The decree of the President of the Republic of Uzbekistan “On measures to create a modern selection system on a competitive basis for promising managerial personnel” of May 30 of this year determined the holding of a competition throughout the country to meet the needs of ministries, departments and organizations in leading cadres.
After the first stage of the competition, 3 thousand 825 are recommended from 8,334 candidates to participate in the following stages. As a result, 50 highly qualified personnel will be selected.
The head of state noted the need to improve the skills of participants at the final stage in short-term courses. Instructions are given on the specific definition of which countries, organizations, and by what criteria an internship of the winners of the competition will be conducted.
The meeting heard the information of the responsible managers on the issues considered.
