Tashkent, Uzbekistan (UzDaily.com) -- In the near future, the industrial sector of Uzbekistan will be replenished with a new flagship. Already at the end of this year one of the most modern industrial enterprises in the country will be launched - the Tashkent Metallurgical Plant (TMZ).
It is designed to provide many industries with import-substituting products, which will allow domestic producers to seriously reduce their costs and prices. Valery Osin spoke about launch the plant on time and its advantages.
The market dictates the conditions
First of all, we had a very specific goal - to meet the construction of the plant within two years. Such tight deadlines are not accidental, they are dictated by the dynamics of the development of the branches of the economy of Uzbekistan, the construction boom, and, as a result, increasing demand. And we are successfully moving towards meeting this goal - we are planning to launch a pilot launch by the end of this year.
The MetProm group of companies has been selected as the general contractor for the construction of the TMZ. Today, it is one of the leading design and construction organizations in the metallurgical industry in Russia. The company has impressive experience and a number of successful projects, and also provides serious guarantees. In our case, it carries out the design of the facility, its construction, commissioning, personnel training, bringing the process to the signing of the act of the working committee.
Success depends on technology
A year and a half ago, we started work from scratch, and now we are finishing construction and installation work on the main building of the future domestic giant of metallurgy. Preparatory work is underway, including pouring the foundation for auxiliary facilities that will provide the main production with water, gas, nitrogen, hydrogen, and compressed air. At this stage, we are coordinating the selection of equipment suppliers for the complete set of the auxiliary complex.
As for the choice of technological units for the main production, here we were guided by the principle of value for money. To this end, a huge joint marketing work was done with the MetProm team of specialists.
Each purchase is processed in the most thorough way, all technical tasks and parameters are coordinated. We are negotiating with suppliers of equipment to reduce the cost and improve its technical performance. If the total cost of the project exceeds 286 million euros, then of these, about 60 million euros have been spent on specialized equipment.
Most of the investment goes to auxiliary equipment and construction and installation work. The case itself is also a costly construction, since it consists entirely of metal structures.
Project Details
The project is financed by a foreign investor, the Fund for Reconstruction and Development of Uzbekistan, as well as loans from Asaka Bank and Roseximbank JSC, a bank specializing in supporting Russian exports under insurance coverage EXIAR.
In cooperation with the Russian financial institution, there are certain obligations, the so-called Russian content - the mandatory amount of supplies of equipment produced in Russia. In this connection, part of the specialized equipment for auxiliary production will be Russian.
The main equipment supplier is one of the three world market leaders in the production of metallurgical equipment - Italian manufacturer Danieli & C. Officine Mecchaniche S.p.A.
Danieli guaranteed the time required to run the equipment, as well as the delivery of end-to-end technology. To be more precise, the technological line of our plant consists of four main units, covering all stages of production and processing of metal.
The first production unit is a pusher type pickling line. It cleans the hot-rolled metal from oxides and impurities. The second block, a cold rolling reversing mill, on which hot-rolled metal, pickled and cleaned, is brought to the required thickness and a cold-rolled sheet is obtained.
With this unit you can already sell products. On the third block of equipment, hot-dip galvanizing of the metal will be carried out. Such products are in great demand in the foreign market. But we went further. We purchased the fourth unit for the external processing of the metal, the application of a polymer coating. Each part of these lines is essentially a separate production. And we all will be collected in one place.
The task is to force out imports.
At the stage of the feasibility study, the needs of the local market for steel metal products were studied. Therefore, the capacity of the plant - 500 thousand tons of cold-rolled metal per year provides for the maximum coverage of the needs of the republic.
But do not forget that the volume of industry in the country is growing, the construction boom is becoming more dynamic. Considering all these facts, when organizing the plant, it was based on the possibility of an additional increase in production volumes to 750 thousand tons per year.
How can this be achieved? By welding the coil on the pickling line in a continuous line. In fact, each roll fills in a line separately, and it takes a lot of time and labor. And when installing a welding machine, the pickling line is converted to continuous production.
Due to the increase in productivity in this area, the plant capacity is significantly increased. But, since we will then be limited on the other two lines, we are already laying the foundation for future development.
Today, the main suppliers of rolled steel to our market are Russia and China, with whom we will have to compete in the near future. We are well aware that it will not be possible to completely oust such large producers from the local market, at least for the first time. At the initial stage, they set out to master the construction industry, to provide the necessary raw materials for manufacturers of household appliances.
After reaching the design capacity within two years of production, we plan to organize cooperation with GM Uzbekistan - we have already established contacts, find out the needs of the enterprise, the conditions for certification for the production of the metal lists for cars. The metal lists produced by no means all large metallurgical plants due to a number of difficulties. Therefore, the production of avto-list in metallurgy is considered aerobatics.
As I noted, the plant within two years of production will reach full capacity, the planned share of exports will be 20 percent of the total production. Export is envisaged to such countries as Iran, Turkey, Afghanistan, Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Ukraine, Latvia, Lithuania, Estonia. In most of these countries there is no such production, and the demand for rolled metal products is significant. Entering into these markets, we will compete with the same Russia and China.
Questions of raw materials and personnel
Given the lack of raw materials in Uzbekistan, at first we will have to work on imported raw materials. To establish uninterrupted supply, we have begun negotiations with major Russian suppliers - manufacturers of hot-rolled sheet.
In the coming years, it is planned to implement a major investment project for the production of hot-rolled sheet based on Uzmetkombinat JSC in Bekabad.
One of the most important aspects for the successful operation of modern production facilities is, of course, qualified personnel. Therefore, we are now considering the possibility of cooperation with local and foreign recruitment agencies, which will select specialists for the plant.
