Debts for Utilities and Communications to Be Collected Through Simplified Procedures

Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis has approved a draft law expanding the use of simplified procedures for debt collection based on court decisions, the press service of the lower house of parliament reported.

The document, adopted in the first reading on 22 July, proposes to extend the list of enforcement proceedings eligible for simplified procedures. Currently, this procedure applies to the collection of administrative fines, tax arrears, state duties, and postal expenses under court rulings.

It is proposed to include debts for utilities and communications, as well as mandatory contributions from owners of apartment buildings, in this list. Furthermore, the simplified procedure will be applied to amounts up to five basic calculation units (2.06 million soms).

An amendment was introduced at the suggestion of the opposition faction of the People's Democratic Party of Uzbekistan stipulating that the simplified collection will not apply to funds held in the bank accounts of individual debtors.

Lawmakers note that the adoption of this bill will improve the efficiency of debt collection in enforcement cases without imposing bans or restrictions on debtors.

Recall that in June, the president signed a law establishing a register of unpaid obligations.

The Bureau of Compulsory Enforcement will enter into this register information on enforcement proceedings suspended due to the debtor’s lack of assets or income subject to seizure, or the absence of information about them.
