France and Uzbekistan Sign Agreement on Civil Service Cooperation

Tashkent, Uzbekistan (UzDaily.com) — A French-Uzbek Agreement on Cooperation in the Field of Civil Service has been signed in Samarkand, according to a statement from the Embassy of France in Tashkent.

The document was concluded on 24 June 2025, as part of the United Nations Public Service Forum held in Samarkand. The French Ministry for the Civil Service and Administrative Reform and the National Institute of Public Service of France signed a declaration of intent with Uzbekistan’s Agency for Civil Service Development (ARGOS) and the Academy of Public Administration under the President of the Republic of Uzbekistan.

This four-party agreement marks a new stage in the partnership that began in 2022. Under the new framework, France will expand its intake of Uzbek civil servants and talented professionals for training programs of varying durations—from short-term internships to comprehensive professional development courses.

Special focus will be placed on advancing women's leadership and driving digital transformation in public administration.

The signing ceremony took place in a formal setting with the participation of the Ambassador of France to Uzbekistan, Aurélia Bouchez, members of the French delegation, and Deputy Advisor to the President of Uzbekistan, Pulat Bobojonov.

The agreement symbolizes the strengthening of bilateral cooperation aimed at enhancing the efficiency and modernization of the civil service system, creating new opportunities for the professional development of Uzbek specialists.
