Legislative Chamber of Uzbekistan Passes Law on Legal Regulation of Artificial Intelligence

Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis of Uzbekistan has held a step-by-step review of a bill, drafted by a group of deputies under their legislative initiative, aimed at regulating legal relations related to the use of artificial intelligence (AI).

The document defines the concept of “artificial intelligence,” enshrines the main principles of state policy for the introduction and development of AI, and specifies the powers of a specially authorized body. It establishes the general legal framework for the use of AI in creating information resources and operating information systems.

Special attention is given to protecting the inalienable rights of individuals from possible negative impacts of AI technologies. In particular, the bill stipulates that information resources and systems created with the use of AI must not infringe on a person’s rights, life, health, freedom, honor, dignity, or other inalienable rights.

The document emphasizes that when making legal decisions affecting human rights and freedoms, conclusions drawn solely from AI-generated resources and systems cannot be used as the only basis.

The bill also introduces administrative liability for the unlawful processing of personal data using AI technologies, as well as for their dissemination in the mass media and on the Internet.

In preparation for the second reading, the bill was refined based on input from deputies, experts, and academics.

It is noted that the adoption of this law will contribute to the further development of AI in the country, the establishment of legal norms in this field, the adoption of new legislation, and the prevention of unlawful processing and dissemination of personal data using AI.

The bill was passed by deputies in the third reading and sent to the Senate for consideration.
