Presidential Representatives Appointed for Key Areas of Development in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) — President of the Republic of Uzbekistan Shavkat Mirziyoyev has signed a decree appointing Erkin Yuldashev as head of the newly established Compliance Service within the Presidential Administration. This unit, part of a new governance model, is tasked with ensuring transparency, strengthening executive discipline, and preventing corruption risks in the public administration system.

The President also issued several other decrees appointing official representatives for strategically important areas:

Azizbek Urunov has been appointed Presidential Representative for World Trade Organization affairs, having previously served as Special Representative on this topic.

Aziz Magrupov has been named Presidential Representative for Foreign Investment, a role he previously fulfilled as an advisor.

Alisher Sultanov has been appointed Presidential Representative for Energy Security. Prior to this, he was the President’s Advisor on Energy.

Odil Abdurakhmanov has become the President’s Representative for Sports and was relieved of his duties as head of the Social Development Department of the Presidential Administration.

Khilola Umarova has been appointed Deputy Head of the Presidential Administration for Education Reform and has been dismissed from her post as Minister of Preschool and School Education.

Tamila Alieva will oversee healthcare reform as Deputy Head of the Administration.

Timur Butunbaev has been appointed Deputy Head for Water Management Reform and has been released from his former position as First Deputy Minister of Water Resources.

Nodira Khakimova will be responsible for judicial reform. Sherzod Ozodzoda has been appointed Deputy Head for Entrepreneurship Projects, leaving his previous role as head of the department for key economic initiatives.

Dilnoza Ziyamukhamedova has been appointed Head of the Secretariat of the Administration’s Chief, having previously served as head of the Secretariat of the Presidential Assistant.

New Presidential Advisors have also been appointed. Abdulaziz Kamilov becomes Advisor on Foreign Policy, Gofurjon Mirzaev on Human Resources, Ravshan Gulyamov on Economic Policy, and Sardor Umurzakov on Strategic Development. Mansurbek Olloyorov has been named Advisor on Social Protection, while continuing to lead the National Agency for Social Protection. Ruslanbek Davletov is now Advisor on Legislative Bodies, NGOs, Religion, and Youth Affairs.

New department heads within the Administration were also appointed: Alisher Samadov now leads the Department of Legal Expertise and Analysis; Doniyor Kadirov heads the Department of Public Security and Rule of Law; Gayane Umerova leads the Department for Creative Economy and Tourism. Sherzod Asadov has been appointed Head of the Communications Department and Presidential Press Secretary. Nodirjon Abdurakhimov is now Head of the Department for Analytical Content Preparation. Bobur Khodjayev has been appointed to lead the Department of Fintech, Digitalization, and Artificial Intelligence. Zilemkhon Khaydarov is now Director of the Administrative Affairs Office, and Ella Dzhahangirova heads the Department for Event Organization.

Several advisors and department heads retained their positions: Khayriddin Sultonov remains the President’s speechwriter, Shukhrat Ganiev continues as Advisor on Agricultural Development, Tursinkhon Khudaybergenov as Advisor on Sustainable Development of the Aral Sea region, and Viktor Makhmudov remains Secretary of the Security Council. The positions of Alisherbek Paigamov, Head of Foreign Relations, and Ulugbek Kurbanov, Head of the President’s Protocol, also remain unchanged.

These appointments are part of the implementation of the Presidential Decree “On Measures to Increase Efficiency, Proactivity, and Effectiveness in the System of Public Administration,” which aims to optimize the administrative structure and strengthen the institution of personal accountability.
