Senate Reviews Draft Law “On State Social Insurance”
Tashkent, Uzbekistan (UzDaily.com) — On 22 July 2025, the Committee of the Senate of the Oliy Majlis on Science, Education, and Healthcare held a session to review the draft Law “On State Social Insurance.”
The meeting was attended by committee members, heads of standing commissions of local Kengashes, representatives of relevant ministries and agencies, experts, and media representatives.
During the discussion, it was noted that in recent years, significant progress has been made in the area of social protection, thanks to ongoing reforms. The proposed draft law is seen as a logical continuation of these reforms and aims to provide comprehensive legal regulation of relations in the field of state social insurance.
The document outlines the key principles of the system’s operation, including the procedures of state social insurance, grounds for the emergence of relevant legal relations, a list of insured events and benefits, and a definition of the insurance actors—including insured individuals, insurers, and policyholders—as well as their rights and responsibilities, funding sources, and the mechanism for providing benefits.
Participants addressed specific provisions of the draft law and posed questions to its developers during a broad discussion.
Following the session, the Committee decided to prepare an official conclusion on the draft law.
